The Jacksonville Sheriff’s Office released bodycam footage Wednesday of an officer-involved shooting that killed a 34-year-old woman after she fired at officers during a welfare call on the city’s Northside.
The shooting happened Oct. 11, on Mar Vic Lane. JSO identified the woman as Chau Duncan, 34. The agency said had Duncan survived, she would have faced four counts of attempted murder of a law enforcement officer.
What Led Up to the Shooting
The incident began the evening of Oct. 10, when JSO responded to a call about a woman in a purple jumpsuit waving a firearm in the air. They did not find her.
About an hour later, a second call came in that said the same woman wearing all purple had pointed a gun at a man in the same area. Officers again responded but could not locate her.
Officers Find Duncan the Next Morning
On Oct. 11, a third call came in reporting a woman in a purple sweatsuit pointing a gun at a man. Officers E. Cobian and J. Curtis responded and found Duncan at the scene. She was yelling and throwing objects.
Officers repeatedly ordered Duncan to stop, show her hands, and stop reaching into her bag. Duncan did not comply, according to JSO.
The Shooting
The bodycam footage captures what happened next. Officers devised a plan to approach the potentially armed Duncan using a patrol car. Officer Cobian drove slowly down the street toward Duncan while Officers Curtis and J. Boykin walked behind the vehicle.
Duncan reached an intersection, pulled a gun from her bag, pointed it at the officers, then fired. The round struck the driver’s side door of the patrol vehicle. All the officers simultaneously returned fire, striking Duncan.
Duncan fell to the ground and dropped the firearm. After she was handcuffed, paramedics rendered emergency medical aid.
She died at the scene.
Reviews Pending
The State Attorney’s Office will independently review the incident. JSO will then conduct an internal review to determine whether the officers acted within department policy. Both reviews are pending.
