Florida launches Campus Guardian Angel drones in Volusia County Schools, 2 other districts

  • November 17, 2025

VOLUSIA COUNTY, Fla. – Florida Education Commissioner Anastasios Kamoutsas announced on Monday that Volusia County Schools and two other districts in the state will participate in the Campus Guardian Angel pilot program which will use drones to enhance safety and security measures, according to a news release.

Officials said the program uses drones to distract active shooters while providing real-time audio and video feeds to guardians and law enforcement during potential threats on school campuses. The program will also be fully integrated with the Alyssa Alert platform – a silent panic alarm required in all public schools.

“Volusia County Schools is proud to be a part of the pilot for the Campus Guardian Angel Program. By participating in this program, we are reinforcing our commitment to proactive safety measures and smart, coordinated response. This is another important step in ensuring our campuses not only teach students well, but also protect them well,” said Dr. Carmen Balgobin, Superintendent of Volusia County Schools.

In addition to Volusia County, Broward and Leon counties will participate in the program.

“The Guardian Angel Program is an important step in expanding the safety tools available to our districts,” Kamoutsas said.

The program will to use non-lethal drones to help take down school shooters, should a school be confronted with one.

According to the group’s website, the drones are kept on-site using charging pads at the schools, and they can be flown remotely by the team’s members during an emergency response.

Officials behind the program also note that the drones are armed with several tools, including pepper spray balls, flash bangs and sirens —but no lethal weaponry. This means no firearms that shoot bullets.
