Village of Key Biscayne Council members will decide Tuesday night whether or not to adopt a resolution to officially approve an agreement with Friends of the Underline Inc., to provide not more than $950,000 for advisory services relating to the Rickenbacker Causeway Shoreline Project, introduced this summer by County Commissioner Raquel Regalado.

Following a workshop on June 17, Village Council had approved the $950,000 in funding at its August 19 meeting to advance the concept and align it with the Bear Cut Bridge PD&E study.

This Memorandum of Understanding, up for a vote Tuesday night, will be for Underline officials to evaluate the feasibility, refine the concept and develop a strategic framework for the Shoreline concept through technical analysis, inter-agency coordination, stakeholder engagement and business planning to ensure alignment with the Village’s priorities and other regulations.

Among the other items on Tuesday night’s (Nov. 18) agenda, in which the meeting can be viewed starting at 6:30 p.m., (following a Local Planning Agency item at 6:15) on VKB-TV:

• * Ordinance 9D has already been discussed on social media chat lines, but it is simply to amend the Village’s code on “Definitions” and creating Section 30-39 for Certified Recovery Residences. The sole purpose is to come into compliance with state law SB 954, which requires, in part, that “the governing body of each county or municipality to adopt an ordinance to establish procedures for the review and approval of certified recovery residences.”

• A resolution to support the Village Manager’s decision to rescind the media policy (which was rescinded Oct. 8) and provide that the Village not have a binding media policy.

• A second reading of an ordinance will be on the table to authorize (or not) the loan application relating to the Clean Water State Revolving Fund loan program for the Village’s stormwater project.

• A resolution to issue a work order to BCC Engineering for a streetlight conversion and transfer project, not to exceed $360,074.30.

• A capital project resolution to issue a work order to Stout Group LLC for the replacement of speed tables and other traffic calming devices, not to exceed $486,000.

• A resolution to issue a work order to Black and Veatch Corp. for delivery and pre-construction services for the Resilient Infrastructure and Adaptation Program (RIAP) in an amount not to exceed $373,646.

• Another resolution would allow the Village to continue adopting the Miami-Dade Count Local Mitigation Strategy, something it has done since 2010. The connection allows the Village to maintain its eligibility for federal hazard mitigation grant programs, which is required for the Village to receive flood insurance premium discounts.

• A capital project would allow the Village Manager to issue a work order to Con-Mech Inc. for the replacement of the Community Center’s HVAC systems in an amount not to exceed $237,000.

• Another resolution would allow the purchase of replacement fitness equipment for the Community Center from Centurion Partners Health and Fitness, LLC, in an amount not to exceed $150,967.50.
