Florida lawmaker wants these new rules for mobile home parks

TALLAHASSEE, Fla. – A new Florida bill filed last week is pushing to add more responsibilities to mobile home park owners in the state.

The legislation — Senate Bill 652 — was initially filed by state Sen. Mack Bernard (D-West Palm Beach) on Friday.

SB 652 aims to revise the obligations of mobile home park owners under state law, adding in the following provisions for owners to follow:

Require mobile home owners to keep a registration sticker on their homes at all times

Maintain up-to-date records about each homeowner in the park

Require each homeowner to maintain his/her mobile home and its lot in accordance with all applicable codes

Require other people on these premises, with the homeowner’s consent, to comply with these codes

In addition, the bill gets rid of the following provision under current state law.

“The homeowner is responsible for all fines imposed by the local government for noncompliance with any local codes.”

Florida Statutes s. 723.023

As such, the legislation appears poised to push more responsibilities onto park owners.

If approved during the upcoming Legislative session, the bill is set to take effect on July 1, 2026.
