TAMPA, Fla. — Hillsborough County is expanding efforts to help low, very low and moderate-income homeowners access essential home repairs through its Owner-Occupied Rehabilitation (OOR) Program.
The initiative provides funding for residents who need critical fixes they might otherwise be unable to afford.
What You Need To Know
OOR Program us available to homeowners in unicorporated Hillsbroough County that make less than 80% than the median average income.
Up to $100,000 is available for a qualifying homeowner, with the county inspecting the home to determine what repairs are needed.
Funding can cover roof repairs, plumbing, electrical, HVAC and other repairs as well as for doors and windows.
The application deadline is Feb. 2, 2026
A community meeting earlier this week at the Emanuel P. Johnson Community Center in Tampa gave homeowners an opportunity to learn about the program, eligibility requirements, and how to apply.
Attendees were briefed on the types of repairs the OOR Program can cover, including roofs, plumbing, electrical systems, HVAC units, doors, walls, windows and other necessary improvements that help ensure homes remain safe and livable.
Brenda Vallecilla, Acting Director of Affordable Housing for Hillsborough County, said the program plays an important role in keeping residents in their homes.
“Every year we really look to address the needs in the community, and the owner-occupied rehabilitation program is one of the ways we can help address community preservation in addition to auditing new construction and new developed units,” Vallecilla said.
The county will hold another informational session tomorrow at the Sadye Gibbs Martin Community Center in Plant City.
The event runs from 9 a.m. to 2 p.m. and will offer support for homeowners who want to understand the program or need assistance completing their applications.
