Westside residents without water for 4 days decry lack of communication as apartment complex deals with sinkhole

JACKSONVILLE, Fla. – It’s almost Christmas, and residents of Grassy Pond Apartments on California Avenue are still dealing with a bit of a mess.

A rather large sinkhole appeared last week on the property of the Westside Jacksonville apartment complex, which led management to turn off water to the units while it’s being repaired.

That was Friday night. Four days later, the tenants tell the News4JAX I-TEAM that they’ve heard little to nothing from management about whether their water will be back on by Christmas.

The residents told News4JAX they’re having to use public restrooms at nearby businesses and are relying on friends and family for shower access.

And, of course, many of them have plans to host the holidays and make food for their families, but that’s all out the window. Instead, they’re having to rely on takeout and other avenues to get what they need.

The city of Jacksonville was out at the complex Tuesday morning, monitoring what crews were doing as they tried to repair the large hole in the ground.

The complex, formerly managed by Peoples Choice Apartments, is now under Legacy Family Communities’ management.

JEA confirmed that the property manager requested the water shutdown to conduct repairs. That request was not granted, but instead, the utility said, the water was shut off through the master meter.

Again, residents say they have received minimal communication about the situation and no timeline for restoration.

The water outage is the latest in a series of maintenance concerns at properties connected to People’s Choice Apartments. The News4JAX I-TEAM has previously documented residents’ complaints about deteriorating conditions and maintenance issues at affiliated properties.

Multiple attempts to reach representatives from both People’s Choice Apartments and Legacy Family Communities for comment were unsuccessful.

Nobody really answers the phone when we call and ask questions, there’s no one in the front office, and the crews performing repairs to the sinkhole declined to comment.
