New contractual agreements with KB Soccer, Inc., the primary vendor for the Village’s youth soccer program, is part of a resolution that will come before members of Key Biscayne’s Village Council on Tuesday night.

Called a First Amendment clause, the professional services agreement is intended to strengthen performance standards, enhance accountability mechanisms, mandate an internal program review and ensures compliance with recently enacted state requirements related to youth sports programs, such as background checks for coaches.

Since parents have voiced their complaints at previous Council meetings, Village officials have taken a closer look with KB Soccer officials to develop detailed player development and playing time standards “to address community concerns regarding fairness, consistency, and transparency in player participation.”

There also will be a more formalized and structured annual review by the Village “to ensure ongoing quality, accountability, and alignment with community expectations.”

That is just one of several sports-related topics on the agenda for Tuesday night’s (Jan. 13) regular Village Council meeting in the Village Chambers. The meeting begins at 6:30 p.m., and the public is welcome to attend or watch live on VKB-TV.

Other sports-related topics include:

• The formation of a World Cup Community Events Committee, which will work with The Host Committee to provide more leverage for the upcoming FIFA World Cup matches in Miami.

• Mayor Joe Rasco will provide an update on potential public recreational space at the Presbyterian Church along with possible improvements, and there likely will be an update on potential new field space that is being studied on Virginia Key.

• Also, there will be a special recognition of the Key Biscayne boys U16 soccer team by Mayor Rasco.

Two resolutions on the agenda are worth noting.

The first would authorize the Village Manager to issue a work order to BCC Engineering LLC for services relating to the street lighting conversion and transfer project, not to exceed $360,074.30.

The second would allow the Village Manager to issue a work order to Black and Veatch Corp. for program management delivery and pre-construction services for the Resilient Infrastructure and Adaptation Program, not to exceed $308,532.

Several items are up for second reading. They include an ordinance that amends the code to allow retired police officers hired on a part-time status to receive in-service distribution, an ordinance to amend the code regarding the procedures and definitions of Certified Recovery Residences, as per state law and an ordinance to amend the Institutional District code to provide development regulations for properties that are 10,000 square feet or less.

Other items on the agenda include:

• A Key Biscayne Library update by Miami-Dade Public Library System Director Ray Baker.

• Two resolutions to allow Stout Group LLC to go forth with street resurfacing in an amount not to exceed $483,082.67 and the replacing of traffic calming devices in an amount not to exceed $248,385.

• An update on when the Village’s Biennial Survey should begin reaching residents’ mailboxes.
