SANIBEL, Fla. — Sanibel is renowned for its pristine beaches, abundant wildlife, and world-famous seashells. But city leaders say a persistent problem is showing up in the sand alongside the shells: cigarette butts.

The Sanibel City Council is moving forward with a proposed ordinance that would ban smoking and vaping on city-maintained beaches, citing concerns over litter, environmental impacts, and quality of life for residents and visitors.

The proposal has passed its first reading and is scheduled for a second reading and public hearing on Tuesday, March 3, 2026.

What the proposed ban would cover

If approved, the ordinance would apply only to city-owned beach parks and public areas, not the entire shoreline.

City leaders say the ban would include beaches such as Lighthouse Beach Park, Bowman’s Beach, Algiers Beach, and Tarpon Bay, as well as associated parking lots and city-owned beach access points. The ordinance would not apply to private property, including beachfront hotels, condominiums, or resorts.

The proposed ban would prohibit cigarettes and vaping, but would not include unfiltered cigars, which state law prevents local governments from regulating.

Community support and concerns

Beachgoers interviewed on Sanibel largely expressed support for the proposal, citing both health and enjoyment concerns.

“There’s nothing worse than trying to relax on the beach, and someone nearby is smoking, and you’re breathing it in,” said Karen Griffith.

“There should be a ban on smoking,” said Steve Gerzmehle.

Environmental groups say the issue goes beyond smoke drifting across the sand.

“The part of the cigarette that’s harmful for wildlife is the filter, which is usually made of plastic,” said Skye McDonald, community conservation coordinator with the Sanibel-Captiva Conservation Foundation (SCCF).

McDonald said cigarette butts continue to show up during cleanup efforts, even on an island known for its conservation focus. According to SCCF’s beach cleanup surveys, more than 40% of participants in 2024 reported finding cigarette butts during beach cleanups.

Enforcement and next steps

If the ordinance is approved, city officials say enforcement would focus first on education and warnings, with citations issued for repeat violations. Sanibel police officers and beach patrols would handle enforcement, similar to other city ordinances.

City leaders also discussed the importance of clear communication and signage, noting the need to balance public education with the island’s ongoing efforts to reduce excessive signage.

Regional context

Sanibel would join several nearby communities that already restrict smoking in public beach areas. Collier and Charlotte counties, along with cities such as Naples and Marco Island, have enacted similar ordinances.

Lee County also implemented a smoking and vaping ban on county-maintained beaches and parks in June, though that ordinance does not automatically apply to city-maintained beaches like those on Sanibel.
