Marking yet another milestone in the Castor Administration’s years-long effort to combat rising rental rates and address Tampa’s housing shortage, city leaders, alongside representatives from the developer Related Urban Group and Tampa Housing Authority, will break ground Wednesday on Residences at East End.

The 174-unit development will offer affordable housing for those making between 22%-80% area median income (AMI). For a family of four, it is roughly between $32,000 and $83,000 annually.

After the land was purchased by the City of Tampa with the intention to develop affordable housing on the property, Tampa entered into a public-private partnership with Related Urban Group. The project was made possible thanks to a $9 million contribution from the State under Florida’s State Apartment Incentive Loan program, under which the city made a $75,000 local match. In addition, 43 units will receive Section 8 Project-Based Vouchers from Tampa Housing Authority.

“Breaking ground on the Residences at East End marks another critical step in our commitment to creating a more inclusive and equitable Tampa,” said Mayor Jane Castor. “This part of Tampa has long faced a shortage of quality, attainable housing, and this project brings real, lasting solutions for families who deserve the opportunity to live in safe, vibrant neighborhoods. We’re proud to partner with Related Urban, the Tampa Housing Authority, and so many others who share our vision of a walkable, diverse community that serves every resident.”

The development will include five residential buildings, and of the 174 two-bedroom/two-bathroom units, 43 will receive Section 8 Project-Based Vouchers from Tampa Housing Authority. The remaining 131 units will be based off the individual’s AMI.

“The Residences at East End is an opportunity to create stability and a foundation for growth for families in East Tampa,” said Alberto Milo Jr., president of Related Urban Development Group. “Through this partnership with the City of Tampa and THA, we are building attainable, high-quality homes where residents can thrive near key schools, jobs and community resources. This project is yet another example of Related Urban’s ongoing commitment to Tampa, where we continue to invest in neighborhoods, support families and strengthen communities across the city.”

The property will include amenities such as a dog park, picnic areas, fitness center, and a pocket park. Construction is expected to be completed by the end of 2026.
