TAMPA, Fla. — The Tampa Police Department’s assistant chief of operations was fired from her position this week.

Ruth Cate was fired a few days after being placed on administrative leave, according to a release from the department.

Cate was a 29-year veteran of the department; Chief Lee Bercaw did not give specific regarding the firing, saying the position requires a “high level of trust, sound judgment and strong leadership.”

On March 20, Tampa Police Chief Lee Bercaw and the employee relations manager met with Cate to inform her that, as an at-will employee, she would be terminated from her position for failing to meet the expectations required for the role.

The department did not release details explaining what led officials to make that determination.

Cate, who had been promoted to assistant chief in February 2025, requested the opportunity to retire and utilize accrued annual leave. In recognition of her 29 years of service, she was granted that opportunity and the ability to communicate her retirement to staff on Monday.

Instead of announcing her retirement, though, a release from the department says Cate “raised concerns alleging retaliation and indicated she had retained legal counsel.”

“At that time, the department placed Cate on administrative leave to allow HR to review her concerns, consistent with standard protocol,” the release said. On Wednesday, she was fired from the department.

Earlier this week, Cate and her attorney met with human resources, and made new complaints that will be reviewed pursuant to established procedures by the city of Tampa. Cate’s allegations do not affect the decision to terminate her employment.
