City Announces Tentative Timeline for Historic Gas Plant Redevelopment Proposal Selection
March 31, 2026 – The City of St. Petersburg is announcing the tentative timeline for the Historic Gas Plant Redevelopment Proposal Selection. At this time, the process of reviewing and shortlisting the proposals received is underway. City staff evaluators have completed an initial review of the submissions. Those analyses are available on the https://www.stpete.org/GasPlant.
These evaluations will be forwarded to Mayor Welch for his consideration. The tentative timeline for the remainder of 2026 is below.
April 2026
Beginning in April, City staff will begin the first phase of the Urban Land Institute study. This will include an analysis and aggregation of previous studies, community feedback, and other research.
The City will host a public meeting with shortlisted developers at the Coliseum for the public to meet with developers and ask questions about the proposals.
Following the public meeting, the City will initiate a 30-day input session to gather feedback from residents. Additional stakeholder or community engagement meetings may be announced.
May 2026
Following a 30-day public input session, City Administrators and Directors will complete their strength and weaknesses analysis of shortlisted proposals.
In May, the Community Benefits Advisory Council Committee (CBAC) Project Committee application portal opens. The CBAC is a non-partisan board that advises the Mayor, City Council, and the citizens of St. Pete, and consults on the implementation of the City’s Community Benefits Agreement Program. Additional information will be provided regarding the selection process.
Subject to City Council approval, CBAC project committee members will be selected at the May 2026 City Council Committee of the Whole meeting.
June 2026
Mayor Welch will select a proposal(s) following a comprehensive review of the proposals and multiple public input sessions. Following the selection of a project, the proposal(s) will be formally vetted by the CBAC and City Council in alignment with our previously established procedures.
July 2026
The CBAC will host two meetings in July. One will include public comment for the project and the second meeting will be a discussion for CBAC members only.
Using this feedback, Mayor Welch and city staff will begin to negotiate a term sheet and contract for approval by City Council.
