Court records show that Officer Stephen Hicks completed a pre-trial intervention program to have his charge dropped.

JACKSONVILLE, Fla. — A battery charge against a Jacksonville sheriff’s officer accused of throwing a teenager off an e-bike in January was dropped Wednesday, court records show.

Records show that Officer Stephen Hicks completed a pre-trial intervention program to have his misdemeanor battery charge dropped. He had pleaded not guilty to the charge on Jan. 22.

On Saturday, Jan. 17, Jacksonville Beach police officers responded to a report that teenagers were riding e-bikes inside Sunshine Park, the Jacksonville Sheriff’s Office said, which is against the rules. While speaking with officers, a teenager told them that he had been pulled off his e-bike and thrown to the ground by an adult, causing minor injuries.

The adult, later revealed to be Hicks, was off-duty at the time.

JSO said witnesses corroborated the report, and added that Hicks fell on top of the teen after pulling him to the ground. Hicks reportedly identified himself to the teens afterward by showing them his badge, but left before officers arrived.

Hicks later turned himself in to JSO’s Integrity Unit. He was administratively reassigned upon being arrested. His arrest marked the 4th arrest of a JSO employee in 2026 at the time; there have now been 10 JSO employees arrested this year.
