PORT ST. LUCIE — The driver of a Honda utility vehicle is facing a felony DUI manslaughter charge following an accident on Nov. 27 in which the passenger was killed, according to Port St. Lucie Police reports.

Ryan Joseph Burdick, 25, of Port St. Lucie is being held in the St. Lucie County Jail on an $81,000 bond on DUI manslaughter (causing death to a human); DUI with a blood alcohol level of .15 or higher; and failure to register a motor vehicle, according to police reports.

At about 9:54 p.m., Nov. 27, St. Lucie County Emergency Dispatch Center received a 911 call reporting a crash involving an off-road style vehicle and an SUV in the area of Southeast Port St. Lucie Blvd and Southeast Glover Street.

Officers and St. Lucie Fire Rescue responded and found two occupants of a 2023 Honda SXS520 unresponsive — Burdick in the utility vehicle and Riley Welchance, 47, who was ejected from the utility vehicle, on the sidewalk near the driver’s side of a blue Cadillac XT4, according to police reports.

Both were taken to HCA Florida Lawnwood Hospital in Fort Pierce, where Welchance died from his injuries, according to police reports. Burdick sustained serious, life-threatening injuries, according to police reports.

Amy Storer, 38, driver of the Cadillac, sustained minor injuries, while the front-seat passenger, Carlos Martinez-Torres, 44, was not injured, according to police reports.

Witnesses told police that the Honda SXS520 was traveling east on Southeast Port St. Lucie Boulevard and was turning left to head north on Southeast Glover Street when it crossed in front of the westbound Cadillac, according to police reports. Both vehicles sustained significant damage.

Investigators later located surveillance video from a Circle K in the 400 block of Southwest Port St. Lucie Boulevard, which showed Burdick buying multiple cases of alcoholic beverages and stumbling while inside the store, according to police reports.

A blood sample taken from Burdick night of the crash showed his blood alcohol concentration to be approximately .213 grams, more than two times the legal limit, according to police reports.

Multiple alcoholic beverage containers were scatted along the road, according to police reports.

Upon an arrest warrant being issued for Burdick, he turned himself into the St. Lucie County Jail on May 18, according to police reports.
