ST. JOHNS COUNTY, Fla. (CBS12) — A plot to smuggle nicotine contraband into the St. Johns County Jail unraveled when law enforcement intercepted a 20-year-old inmate’s audacious plan with the help of his girlfriend.
The St. Johns County Sheriff’s Office said that on Sunday, April 13, their Security Threat Intelligence Specialists were reviewing remote video visits when they stumbled upon a conversation between 20-year-old inmate Devin Delaney and his girlfriend, Jacqueline Mottor.
During their talk, the couple allegedly devised a plan to drop off nicotine vapes and pouches on restricted law enforcement property, an act that would violate multiple laws.
Detectives unraveled the scheme and reported learning that Delaney had solicited Mottor to purchase the prohibited items and sneak them into the facility while he was on a work squad assignment.
Their investigation revealed that Mottor did not hesitate; she was recorded by surveillance cameras trespassing in a law enforcement restricted area to stash the contraband on April 12.

When deputies apprehended Delaney, they said they found him with a stash of fourteen nicotine pouches. An additional nicotine vape was later discovered hidden in a porta-potty on the grounds.
The sheriff’s office said that both Delaney and Mottor are below the legal age to possess nicotine or tobacco products in Florida.
“This incident underscores the serious risks posed by introducing contraband into our facilities,” stated Sheriff Rob Hardwick. “Such actions threaten the safety and security of our personnel, inmates, and the broader community.”
Officials said that Delaney has now been removed from the sheriff’s office’s Work Squad and accused of Possession of Contraband, Unlawful Use of a Two-Way Communications Device, and Violation of Probation.
Mottor, meanwhile, has been arrested and accused of Introduction of Contraband, Interference with Custody of a County Prisoner, Unlawful Use of a Two-Way Communications Device, and Trespassing in a Posted Law Enforcement Restricted Area.
