Port St. Lucie, FL (November 4, 2025) – Authorities have identified the man who tragically lost his life after being struck by a car while riding an electric scooter on Halloween morning. According to the Port St. Lucie Police Department (PSLPD), the victim has been identified as 49-year-old Victor Santiago.

The fatal crash occurred at approximately 5:45 a.m. on Thursday, October 31, as Santiago was traveling north through SE Crosstown Parkway on an electric scooter. A 2021 Mercedes collided with the scooter, causing Santiago to be ejected from the vehicle. Emergency responders arrived on scene and transported him to St. Lucie Medical Center, where he later succumbed to his injuries.

The driver of the Mercedes remained at the scene and cooperated with authorities. At this time, the cause of the collision remains under active investigation. PSLPD is urging any witnesses to come forward and contact Officer Keith Applebaum with any relevant information.

This tragic incident marks another serious collision involving alternative transportation and highlights growing concerns surrounding scooter safety on Florida’s busy roads.

We extend our deepest condolences to the family and friends of Victor Santiago as they mourn this heartbreaking loss.

E-Scooter Accidents and Traffic Safety in Florida

The rising popularity of electric scooters across Florida cities has introduced a new layer of complexity to roadway safety. Incidents like the one that claimed Victor Santiago’s life on SE Crosstown Parkway expose the vulnerabilities scooter riders face, especially when sharing the road with multi-ton vehicles.

Scooter riders often lack the physical protection of enclosed vehicles, leaving them more susceptible to serious injuries or fatalities even in lower-speed impacts. The early-morning timing of Santiago’s crash—just before sunrise—also reflects a time of increased risk, where reduced visibility and fatigued driving may play a role.

Florida law treats electric scooter riders similarly to bicyclists or moped users, but infrastructure often falls short in providing them with safe, separated lanes. Many riders are left to navigate fast-moving traffic on roads that were not designed with micromobility in mind. As these modes of transport become more common, municipalities will need to invest further in safety accommodations, education, and enforcement to prevent similar tragedies.

In fatal scooter incidents, families often face sudden grief and uncertainty about what to do next—from medical and funeral expenses to the complex process of determining liability. In such cases, clear documentation, witness accounts, and professional guidance are essential.
