Charlotte County commissioners received an update July 28 on the rebuilt Port Charlotte Beach Complex, including a proposed rental fee schedule for the new recreation center that is expected to open for rentals in spring 2027.
Community Services Director Tommy Scott told commissioners construction is expected to be completed by Dec. 24. Once the facility is furnished and prepared for public use, it will be available for rentals in the spring.
Scott said the proposed fees were developed by comparing similar event venues in surrounding counties, including the Charlotte Harbor Event and Conference Center in Punta Gorda. The new recreation center has a different layout and larger spaces than the former building, requiring a new pricing structure.
Commission Chair Joe Tiseo questioned whether the proposed fees would be affordable for small community organizations.
Tiseo noted that neighborhood watch groups had previously met at the beach complex and asked what those organizations would pay under the new schedule.
Scott said a small group meeting for two hours previously would have paid about $50 at a rate of $25 per hour. Under the proposed schedule, however, the smallest room would rent for a flat fee of $150 per day.
Scott acknowledged the proposal is still being refined and could change before commissioners consider final approval.
One feature that will distinguish the new facility from other event venues, Scott said, is its catering policy. Renters will be allowed to bring in their own caterers or prepare food themselves using the building’s commercial kitchen. By comparison, the Charlotte Harbor Event and Conference Center requires renters to use its in-house catering service.

Tiseo also suggested the county develop rental rates for the large, covered area beneath the elevated building, saying the protected lower level includes thousands of square feet that could serve as additional event space.
Scott said the redesigned recreation center takes advantage of its waterfront location with larger rooms offering water views and a larger swimming pool.
The new complex replaces the longtime Port Charlotte Beach facilities that were heavily damaged by hurricanes Helene and Milton in late 2024. Flooding from the storms led to demolition of the original recreation center.
The Port Charlotte Beach Complex first opened in 1972 with event space, restrooms and a public pool. As the area’s population grew, the complex was expanded in 1986. Additional renovations followed after Hurricane Charley in 2004, including landscape improvements and updated amenities in 2012. Parking, drainage, landscaping improvements and the Sailing Center were added in 2018 and 2019.
After the 2024 hurricanes struck within weeks of one another, the beach park closed while county officials pursued funding for reconstruction. Residents repeatedly urged commissioners to reopen the popular waterfront destination, with many telling county leaders the park had influenced their decision to buy homes in the nearby Buena Vista neighborhood.
The recreation center and pool reconstruction carries a combined cost of about $32.7 million. The project is being funded primarily through the county’s local-option sales tax and reimbursements from the Federal Emergency Management Agency.
Steve Padgett, principal with PBK Architects, designed the new facilities, which include storm-resistant features, such as an elevation of 20.2 feet, cast pilings, reinforced concrete walls, epoxy flooring and other hardened construction materials.
