JACKSONVILLE, Onslow County — The City of Jacksonville has reached a settlement in a lawsuit stemming from a law enforcement encounter at a federally regulated treatment facility in August 2023.
City officials announced Tuesday that the matter was resolved through negotiated terms following discussions among attorneys for the parties and the city’s liability insurer.
The city said the settlement is not an admission of liability. Officials said the decision reflects a determination that resolving the case is in the best interests of Jacksonville taxpayers, employees and residents.
“The City takes seriously its obligations under federal law and the Constitution in every interaction between our Police Department and the people we serve,” City Manager Joshua Ray said. “We respect the work of treatment professionals in Jacksonville and the patients they care for. The Department’s leadership has strengthened training in this area, and that work continues.”
The city did not provide additional details about the encounter or disclose the terms of the settlement in its announcement.
