St. Johns River State College President Joe Pickens has been named the Association of Community College Trustees Southern Region CEO of the Year, a regional honor that recognizes college leaders who demonstrate a commitment to excellence in advancing the community college movement.
For nearly three decades, Pickens has shaped the landscape of two-year post-secondary education, first as a state legislator and, for the past 18 years, as president of SJR State. SJR State Board Chair Rich Komando nominated Pickens for the honor.
“Pickens’ dual role as policymaker and practitioner has produced a rare and lasting impact at every level,” Komando said.
Pickens’ service and leadership include:
– Landmark legislation authorizing Florida’s community colleges to offer baccalaureate degrees, a model now replicated nationwide.
– College-readiness reform that became a blueprint for the Southern Regional Education Board’s multi-state work.
– The state’s first dual enrollment funding mechanism, a priority that enabled widespread expansion of dual enrollment across the state and SJR State’s own dual enrollment participation to soar.
“Beyond policy, Pickens cultivated a student-centered, community-rooted institution reflected in seven Aspen Prize nominations and a college that remains, by his promise, the community’s college,” Komando said.
Pickens’ highest ideals of community college leadership are also prevalent in:
– The Student Success Campaign, which seeded initiatives that have produced a 10% increase in fall-to-fall persistence for first-time-in-college students over the past decade.
– Ten SJR State bachelor’s degrees that directly respond to regional workforce needs.
– Significant expansion of workforce education and degree programs, prioritizing local economic needs by introducing specialized workforce programs
– Committing the College to two days of volunteerism each year, Vikings Days of Service, which have provided volunteers and service hours to 49 organizations within the college’s service district.
Pickens said he is humbled by being recognized by his peers and shares the honor with the college community.
“I am immensely grateful, but even more so for the privilege of serving alongside such remarkable people every day,” Pickens said. “The true credit belongs to the extraordinary community that surrounds me. Real leadership is built on the shared dedication of our exceptional faculty, the resilience and passion of our students, and the unwavering support of our broader community.”
Regional awardees will compete for national-level recognition in October.
The trustee association is a national nonprofit organization representing the governing boards of over 1,200 community, technical, and junior colleges and more than 6,500 trustees across the United States. Each year, the association selects one outstanding community college CEO in each of its five regions – Central, Northeast, Pacific, Southern and Western – for their tremendous contributions to their colleges and communities.
Since 1958, SJR State has built a solid reputation as a full-service college dedicated to meeting the educational and workforce training needs of its Northeast Florida district. With campuses in Orange Park, Palatka and St. Augustine, SJR State enriches a diverse population of students ranging in age from 16 to 60 and beyond.
