ST. PETERSBURG, Fla. — [08.17.26] — The City of St. Petersburg’s new Homebuyer Assistance Program (HAP), launched July 27, 2026 as part of the federally funded Sunrise St. Pete disaster recovery initiative, includes a requirement that is catching many local homebuyers and real estate professionals off guard: any home built before 1978 must come with a Lead Clearance certificate before HAP funds can be used to purchase it.

HAP offers eligible homebuyers up to $80,000 toward down payments, closing costs, or principal reduction through a 0% interest deferred loan, funded through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) program. Under the program’s federally mandated guidelines, properties constructed prior to 1978 are ineligible for HAP assistance unless the seller can furnish a Lead Clearance certificate confirming the home has been inspected and, if necessary, cleared for lead-based paint hazards.

Because St. Petersburg’s housing stock includes a significant number of homes built before the 1978 federal ban on residential lead-based paint, this requirement is expected to affect a meaningful share of transactions moving through the HAP pipeline.

A Narrow Pool of Qualified Inspectors

The certificate can’t come from a standard home inspection. Federal regulations require that lead-based paint inspections and risk assessments be performed specifically by inspectors certified by the U.S. Environmental Protection Agency (EPA) — a distinct credential from the state home inspector license most buyers are already familiar with. In the greater Tampa Bay area, the number of firms holding both EPA lead inspector/risk assessor certification and a track record of working with disaster recovery and HUD-funded transactions is limited, which has created bottlenecks for buyers working against closing timelines.

What a Lead Inspection Actually Involves

A certified lead-based paint inspection is a surface-by-surface examination of every painted component in a home — not a sampling or spot-check. Inspectors work through each room systematically, testing every distinct painted surface: walls, ceilings, trim, window sashes and sills, door frames and doors, baseboards, cabinets, railings, and any other painted component, both inside the home and on exterior elevations, porches, and outbuildings where applicable. Because lead-based paint was often applied differently across trim, walls, and woodwork – and because prior renovations may have replaced paint on some surfaces but not others — a home can have lead-based paint on one component and none on the surface right next to it. Testing every surface individually, rather than assuming uniform results throughout a room, is what makes an inspection thorough enough to support a legally valid Lead Clearance certificate.

The testing itself is done with a handheld X-ray fluorescence (XRF) analyzer, a device that measures the lead content of a painted surface by directing a small, controlled beam of X-rays at it and reading the fluorescent signal that bounces back. Different elements fluoresce at different, identifiable energy levels, so the XRF analyzer can detect and quantify lead present in the paint layers without scraping, cutting, or otherwise damaging the surface. Results are typically available on-site in seconds per reading, which allows an inspector to move efficiently through dozens of individual testing locations in a single visit while still producing a defensible, surface-specific reading for each one.

Each tested surface is logged individually by room, component, and substrate, producing a room-by-room, surface-by-surface report rather than a single pass/fail determination for the home as a whole. This level of detail is what distinguishes an EPA-certified lead-based paint inspection from a general visual assessment, and it’s the standard of documentation HUD-funded programs like the Homebuyer Assistance Program require before a Lead Clearance certificate can be issued.
