JACKSONVILLE, Fla. – A Calloway Cove resident says part of her apartment ceiling fell while she was sleeping, raising new questions about conditions at the Jacksonville complex.

Jessica Dozier said the ceiling collapse was not the first problem she had experienced in her apartment. She also described damage around her bathtub and an opening covered by a trash bag after old pipes were removed.
“They took the old pipes out, put new pipes in, but they left the trash bag over it — and I have a toddler,” Dozier said.
Dozier also said she has seen snakes and rats in the apartment. Those claims have not been independently verified by News4JAX.
Calloway Cove was formerly known as Washington Heights. Millennia bought the property in 2018, renamed it Calloway Cove and began renovations.
A 2019 fire destroyed part of the complex. Afterward, inspectors found several safety issues.
The complex’s last three U.S. Department of Housing and Urban Development inspection scores were:
2021: 77
2023: 67
May: 82
HUD considers a score of 60 or higher passing. All three inspections received passing scores.
However, the 2021 and 2023 inspections were flagged for health and safety deficiencies. The 2021 inspection also noted smoke detector deficiencies.
News4JAX tried to speak with the property manager about the reported conditions and work completed at the complex. The manager did not come to the door.
The property owner directed the station to a call center. A representative took contact information, but no one had returned the call at the time of publishing this story.
Previous News4JAX reporting found that the complex had a history of fire code violations before the 2019 fire. Records showed the property failed fire inspections twice in 2018 before later passing an inspection.
