Leon County man arrested for aggravated child abuse after teen calls police for foster care resources(Leon County Jail)
Law enforcement responded to a call on Wednesday from a teenage child describing abuse and asking for foster care resources.
The child was at the residence with another adult when law enforcement arrived.
The teenager told law enforcement about a lengthy history of abuse beginning around October 2025, with the most recent incident reportedly happening on Tuesday, according to court documents.
The teen explained he has to wake up at 4 a.m. every morning to complete his daily chores, but had woken up late on Tuesday. Delmas then allegedly struck the teen in the arm with brass knuckles before handcuffing him to a door.
Delmas then reportedly took a PVC pipe and struck the teen multiple times.
A neighbor heard the teen screaming for help and called 911, court documents show. When deputies arrived, Delmas told them there was a verbal altercation. The teen agreed at that time, but later told deputies he was afraid to tell the truth with Delmas around.

According to court documents, a piece of wood being used as a doorstop was also used to hit the child while he was handcuffed to his bed in a separate incident.
The teen told law enforcement Delmas had previously burned his face and body with an electric steamer.
Court documents further stated another incident in which Delmas handcuffed the child to the bed and placed a piece of plastic to his face, covering both his nose and his mouth. Delmas would allegedly put pressure on the plastic to restrict the child’s ability to breathe.
The child also told law enforcement that Delmas would use a rope and power cords as part of the abuse.
The court documents further detail an instance that occurred when the teen was in 7th or 8th grade in which Delmas struck him in the face with a leather belt with enough force to break his front tooth in half.
Court documents also report that the teen was only fed noodles while home. The teen told authorities he would get in trouble for taking food from the kitchen and would scavenge for food in the trash can.
Delmas allegedly charged the teen $700 a month in rent, according to court documents. If unable to pay rent, he was forced to sleep outside.
Delmas also reportedly charged the teen between $25 to $50 each time he is disrespectful toward him, according to court documents.
