Oviedo considering new rules for e-bikes, scooters, including 10 mph cap

Avery EverettOVIEDO, Fla. —

Oviedo city leaders are considering new rules for bicycles, e-bikes, motorized scooters, skateboards and other micromobility devices.

On Monday at the city council meeting, this proposed ordinance will be discussed. Mayor Megan Sladek said this conversation comes down to safety.

“A lot of people around town are having conflicts on the sidewalks and public parks, public spaces, and not knowing how, how to interact with each other,” Sladek said.

The ordinance would give pedestrians priority on sidewalks and shared-use paths. The ordinance would also limit bicycles, e-bikes and motorized scooters to 10 miles per hour on some sidewalks and shared-use paths.

Children under the age of 16 would have to wear a bicycle helmet.

The ordinance would also prohibit riders from wearing headphones or earbuds, except for hearing aids or similar devices.

Violations could result in a warning or a fine of up to $50 for a first offense. A second violation within 12 months could bring a fine of up to $100. A third or subsequent violation within 12 months could result in a fine of up to $250.

A memo online from the city said the ordinance would have no budget impact. Sladek said these rules would be a baseline until the county or state creates other regulations.

“We just want to get something in place in the meantime until something more comprehensive and uniform is out there,” Sladek said.

After Monday night’s discussion, a public hearing could be scheduled for Oct. 5.
