New e-bike rules adopted in Orange County. Here’s what changes

  • September 30, 2026

ORANGE COUNTY, Fla. – Orange County approved a new ordinance on Tuesday evening that changes the rules for e-bikes and e-scooters in the area.

According to county officials, riders must observe the following rules when using their devices in public areas:

Sidewalks v. Streets: Most e-bikes and e-scooters are now permitted on county-maintained sidewalks and paths. Electric motorcycles are ONLY permitted on roadways.

Speed Limits: The speed limit is 10 mph on sidewalks and shared-use paths, and 20 mph on roadways, shoulders, bike lanes, bike paths, and trails.

Electric Motorcycles: Electric motorcycles or e-motos must be registered, and operators must have a valid driver’s license with a motorcycle endorsement.

No Takeovers: Street takeovers, stunt driving, and reckless operation are prohibited.

County officials also warned that violations of any of these rules could result in civil citations and fines.

E-bikes have become a big point of concerns for many in Florida over the past year, with state leaders even approving a new bill that would have imposed speed limits and other rules for e-bike riders statewide.

However, that bill was ultimately vetoed by Gov. Ron DeSantis earlier this year, who provided the following reason for his decision.

“SB 382 prohibits electric bicycles (e-bikes) from operating at a speed greater than 10 miles per hour if within 50 feet of a pedestrian. The bill establishes a standard that would certainly be difficult for a bicyclist to measure when safely operating an e-bike.

Violators would be guilty of a nonmoving traffic violation and subject to fines surpassing $100, a violation that would inevitably be enforced with speed detection and surveillance devices. Separately, the bill creates a ‘Micromobility Device Safety Task Force,” with no sunset date, to recommend limitless regulations related to e-bikes.

This bill will likely lead to enhanced surveillance by local governments against citizens. Moreover, the bill creates a task force, yet substantive changes are also implemented prior to any task force recommendations.

For these reasons, I withhold my approval of (SB 382) and do hereby veto the same.”
