ORLANDO, Fla. – A hotly-debated new constitutional amendment will go before Florida voters in November — and a handy new tool has been released to help homeowners determine how much they could save.
The proposed property-tax plan — Amendment 3 — provides a new homestead exemption for non-school taxes for residents in the state.
HOW DOES AMENDMENT 3 WORK?
Current homestead exemption rules in the state operate as follows, with two different brackets of assessed value being tax exempt:
Assessed ValueApplication of Homestead Exemption (Current)The first $25,000Exempt from all property tax–> $50,000Fully taxable–> $75,000Exempt from non-school taxesRemaining valueTaxable, though other exemptions may apply
But under Amendment 3, the exemptions would apply solely to non-school taxes, though the exempted amount would raise dramatically:
2027 — First $150,000 of assessed value
2028 — First $250,000 of assessed value
2029 onward — First $250,000 of assessed value, indexed to inflation
This means that if the assessed value of your home is $150,000 or less in 2027 (or $250,000 or less in 2028), then you’d pay zero property taxes to your local government. School property taxes would still apply.
But this only applies to homeowners who are permanent Florida residents before the proposed amendment would take effect on Jan. 1, 2027. Newcomers receive lower exemptions for their first five years of residency before earning the full exemption.
To get approved, the amendment requires at least 60% support from voters when it heads to the general election ballot on Nov. 3.
HOW MUCH COULD YOU SAVE?
Critics of Amendment 3 warn that the plan may cost local governments dearly, as property taxes are used to fund core services like police departments and libraries.
Proponents argue local spending has grown too high, claiming property taxes place an undue burden on homeowners in the state.
Nonprofit research institute Florida Tax Watch has released a “resource center” aimed at educating residents on the potential savings for homeowners if Amendment 3 gets approved.
For those with properties over $250,000, the resource center includes a tool to help estimate how much Amendment 3 could save in property taxes.
Some estimates included in the resource center for Central Florida are as follows:
