Roads are expected to remain closed throughout the day as crews work to repair damage from the fire.
TPD urged drivers to avoid the area and expect traffic delays.
There will be a planned electric service outage in the downtown area as crews work to safely make repairs, TPD said. The outage will impact traffic signals and buildings in the area.
