OVIEDO, Fla. – With less than a month before the general election, the City of Oviedo is wrapping up a series of information sessions on the potential impact of property tax reform.
Florida’s proposed property tax plan — Amendment 3 — would provide a new homestead exemption for non-school taxes for residents across the state. On Tuesday, Oviedo holds its third and final session for residents to learn about the amendment and how it could affect city services.
“It’s just to make sure that when people go to cast their votes on Amendment 3, they understand the full range of responses that could happen,” Mayor Megan Sladek said.

“It could be anywhere from cutting up to about 50 percent of our budget, all the way to creating new fees and new taxes to get back to where we were,” she added.
If Amendment 3 passes, homeowners would save money on taxes. Critics warn, however, that the plan could cost local governments significantly, as property taxes fund core city services.
Sladek said Oviedo may be forced to cut staff if Amendment 3 reaches the 60 percent approval threshold required by Florida voters.
“It would be about 71 employees. We have about 320 right now and the only way to do it, it would impact personnel,” Sladek said.
Proponents of Amendment 3 argue local spending has grown too high, claiming property taxes place an undue burden on homeowners across the state.
Last month, Oviedo approved its current budget. Despite the uncertainty surrounding property tax reform, the millage rate saw no increase, remaining at 5.6692 mills.
“With inflation and stuff, in a manner of speaking, that could be maybe a four to five percent decrease in overall size of government,” Sladek said.
Looking ahead, cuts could run deeper as the city begins discussing options for fiscal years 2027-28 and 2028-29.
Oviedo’s third Amendment 3 information session is scheduled for 11 a.m. Tuesday at Riverside Recreation Center, located at 1600 Lockwood Blvd.
