New subpoena seeks JTA communications involving interim CEO Ferguson, former CEO Nat Ford, Mayor Deegan

  • October 14, 2026

JACKSONVILLE, Fla. – The Florida Attorney General’s Office has issued a new subpoena to the Jacksonville Transportation Authority seeking records related to contracts, travel, sponsorships and communications involving JTA leaders, former JTA CEO Nat Ford and Mayor Donna Deegan.

The subpoena, dated Oct. 7, orders JTA Executive Director Cleveland Ferguson to provide records by Oct. 30. It seeks emails, texts and other electronic communications from October 2023 through December 2025, including exchanges among Ferguson, Ford and Deegan.

The communications requests also cover conversations about JTA audits, the agency’s financial health, sponsorships and the termination of accounting and coding employees.

Prosecutors requested communications involving other city and JTA officials on specified topics, as well as emails referencing WSP or contracts with WSP and Janet Walker-Ford.

The subpoena also seeks JTA contracts and payments to several firms, travel records for five employees, salaries of employees earning more than $150,000 a year, invoices for vehicle maintenance exceeding $5,000 and sponsorship information for a list of organizations. The sponsorship records cover Jan. 1, 2024, through Sept. 30, 2026.

“The JTA remains committed to transparency and accountability and will provide information as requested throughout this process,” the agency said in a statement sent to News4JAX.

The City of Jacksonville sent a statement in response to the new subpoena: “As we’ve reiterated before, JTA is a regional state transportation agency with a majority of board members appointed by the Governor, and a budget that is reviewed and approved by the Jacksonville City Council.”

The new subpoena expands on an earlier records demand to JTA that sought information about tuition reimbursement, contracts with an organizational development firm and ridership figures for the agency’s NAVI autonomous vehicle program. Prosecutors are also examining communications involving Ford.

The subpoenas come as JTA faces a roughly $39 million budget shortfall and city officials consider steps to stabilize the agency’s finances.
