Both parents denied the allegations, telling investigators the child’s condition was being monitored and treated at home.

PINELLAS PARK, Fla. — Two Pinellas Park parents are facing felony child neglect charges after investigators say they failed to get necessary medical care for their severely malnourished child.

Pinellas Park Police arrested 48-year-old Victor Borisovich Ibragimtchaev and 44-year-old Sondra Rubin Ibragimtchaev on Oct. 15. Both are charged with child neglect causing great bodily harm.

According to arrest affidavits, the Florida Department of Children and Families received reports that the parents refused to seek recommended medical treatment, although medical professionals advised immediate hospitalization, stabilization and monitoring for the child.

Investigators said medical evaluations found the child was suffering from severe malnutrition and other serious health complications. Authorities say doctors warned the parents that the child faced a significant risk of death and required hospitalization.

Police said the child was ultimately admitted to a hospital, where staff reported the child was severely malnourished, required a feeding tube and measured in the 0.02 percentile for height and weight.

Both parents denied the allegations, telling investigators the child’s condition was being monitored and treated at home. The investigation remains ongoing.
