Ron DeSantis are going into effect Jan. 1. Two focus on people. The third affects how people care for their furry friends.<\/p>\n<p style=\"text-align: justify;\">Let\u2019s look at what each will do.<\/p>\n<p>SB 188: Coverage for Diagnostic and Supplemental Breast Examinations<\/p>\n<p style=\"text-align: justify;\">The first measure (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2025\/158\/?Tab=Analyses\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SB 188<\/a>) eliminates additional copayments, deductibles and other cost-sharing requirements for state employees\u2019 diagnostic and supplemental breast examinations. It\u2019s the product of a <a href=\"https:\/\/floridapolitics.com\/archives\/655774-ban-on-out-of-pocket-charges-for-breast-exams-clears-first-senate-hurdle\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">yearslong effort<\/a> by Boynton Beach Sen. Lori Berman, a breast cancer survivor, and Hollywood Rep. Marie Woodson to save more lives through early detection of the disease.<\/p>\n<p style=\"text-align: justify;\">Florida already has free mammograms for state workers. But in cases where an abnormality is detected or the patient has a family history of breast cancer, mammograms are merely the first step. Doctors must then perform diagnostic and supplemental examinations, including MRIs and ultrasounds, to determine the need for a biopsy and additional measures.<\/p>\n<p style=\"text-align: justify;\">Those can cost as much as $1,000, a price point that Berman said has deterred people from seeking treatment.<\/p>\n<p><a href=\"https:\/\/www.colodnyfass.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-767195 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/12\/FloridaPolitics.com_ColodnyFass_728x90.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">\u201cPeople delay, and we know that when breast cancer diagnoses are delayed, it leads to worse outcomes,\u201d she said during one of the bill\u2019s <a href=\"https:\/\/floridapolitics.com\/archives\/724647-this-bill-will-save-lives-senate-advances-lori-berman-bill-to-lower-costs-for-breast-cancer-tests\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">committee stops<\/a> in March. \u201cThis bill will save lives.\u201d<\/p>\n<p style=\"text-align: justify;\">Approximately <a href=\"https:\/\/www.cancer.org\/content\/dam\/cancer-org\/research\/cancer-facts-and-statistics\/annual-cancer-facts-and-figures\/2024\/sd3-21-cancers-by-state-2024.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">23,160 women in Florida<\/a> received breast cancer diagnoses in 2024, and 3,160 died of the disease, according to the American Cancer Society, which found that about 12% of women screened with modern mammography require follow-up imaging or biopsy. But alarmingly, <a href=\"https:\/\/www.komen.org\/news\/florida-breast-imaging-legislation-2024\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">1 in 5 patients<\/a> have been likely to forgo recommended follow-ups if they must pay a deductible, the nonprofit Susan G. Komen found.<\/p>\n<p style=\"text-align: justify;\">For workers on the state group insurance program, at least, that will be a thing of the past thanks to SB 188, which received uniform support in both chambers of the Legislature.<\/p>\n<p>SB 1808: Refund of Overpayments Made by Patients<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2025\/1808\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SB 1808<\/a> by Winter Haven Sen. Colleen Burton and St. Augustine Rep. Sam Greco, which also passed without a single \u201cno\u201d vote, will speed up refunds when health care providers charge more than they should.<\/p>\n<p style=\"text-align: justify;\">The measure requires facilities and practitioners to issue refunds within 30 days once an overpayment is identified, with exclusions for overpayments already governed by existing insurance statutes.<\/p>\n<p><a href=\"http:\/\/ncf.edu\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-722105 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/Sunburn_FloridaPoliticsWebsite_728x905186-scaled-e1740018793631.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">Facilities that fail to comply face $500-per-violation penalties from the Agency for Health Care Administration, while practitioners may face disciplinary action from the Department of Health.<\/p>\n<p style=\"text-align: justify;\">According to a <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2025\/1808\/Analyses\/2025s01808.rc.PDF\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Senate analysis<\/a> of the measure, SB 1808 addresses a gap in Florida law that allowed patient overpayments to go unreturned for extended periods. While common law generally requires refunds, no statutory deadline previously existed.<\/p>\n<p>HB 655: Pet Insurance and Wellness Programs<\/p>\n<p style=\"text-align: justify;\">In short, <a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=81267&amp;SessionId=105\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 655<\/a> by St. Petersburg Sen. Nick DiCeglie and Lake Placid Rep. Kaylee Tuck strengthens pet insurance regulation by classifying it as property insurance, with stronger consumer protections.<\/p>\n<p style=\"text-align: justify;\">Under the law, pet insurance companies must clearly explain how claims are reviewed and paid, including how they decide whether a condition is covered. They must also disclose any waiting periods, exclusions or requirements for medical exams.<\/p>\n<p style=\"text-align: justify;\">Insurers can still deny coverage for preexisting conditions, but they must prove the condition existed before the policy began. Waiting periods may apply for illness, but not for accidents.<\/p>\n<p style=\"text-align: justify;\">After buying a policy, customers have 30 days to review it and cancel for a full refund if they\u2019re not satisfied. Insurers, in turn, may request a pet exam after a policy starts, but they cannot require one to renew coverage.<\/p>\n<p style=\"text-align: justify;\">The law also cracks down on misleading marketing. Pet wellness programs cannot be advertised as insurance, and insurers are prohibited from forcing customers to buy wellness plans to get coverage.<\/p>\n<p style=\"text-align: justify;\">Like SB 188 and SB 1808, HB 655 cleared both chamber floors with unanimous approval. A\u00a0<a href=\"https:\/\/static-s3.lobbytools.com\/bills\/2025\/pdf\/analysis_1226_04-02-25_post_2349.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Senate bill analysis<\/a>\u00a0found that increased transparency under HB 655 will \u201cprovide consumers with greater information to use in comparing the costs of premiums and benefits of various pet insurance policies,\u201d which \u201cmay reduce the out-of-pocket costs\u201d they incur for unexpected medical emergencies.<\/p>\n<p style=\"text-align: justify;\">___<\/p>\n<p style=\"text-align: justify;\">Gabrielle Russon and Janelle Irwin Taylor of Florida Politics contributed to this report.<\/p>\n","protected":false},"excerpt":{"rendered":"Three health care reforms passed by the Legislature and OK\u2019d by Gov.
