{"id":109260,"date":"2026-01-07T17:13:08","date_gmt":"2026-01-07T17:13:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/109260\/"},"modified":"2026-01-07T17:13:08","modified_gmt":"2026-01-07T17:13:08","slug":"cost-of-miami-dades-north-corridor-balloons-to-4-2b-imperiling-federal-funding","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/109260\/","title":{"rendered":"Cost of Miami-Dade\u2019s North Corridor balloons to $4.2B, imperiling federal funding"},"content":{"rendered":"<p style=\"text-align: justify;\">The cost to build a long-planned heavy rail line from downtown Miami to Hard Rock Stadium has nearly doubled in the past year, with the Florida Department of Transportation (<a href=\"https:\/\/www.fdot.gov\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">FDOT<\/a>) now estimating a price tag of $4.2 billion.<\/p>\n<p style=\"text-align: justify;\">As planning continues, the state is no longer offering a construction start date or projected completion timeline for the <a href=\"https:\/\/www.miamidade.gov\/global\/transportation\/smart-plan-north-corridor.page\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">North Corridor<\/a>, one of six components of Miami-Dade County\u2019s <a href=\"https:\/\/www.miamidade.gov\/global\/transportation\/corridor-plans.page\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SMART Program<\/a>.<\/p>\n<p style=\"text-align: justify;\">The proposed 10-mile elevated rail line, which would run along Northwest 27th Avenue with eight stations and seven park-and-ride facilities, was <a href=\"https:\/\/www.miamitodaynews.com\/2024\/06\/04\/north-corridor-rapid-rail-transit-still-a-12-year-wait\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">estimated to cost $1.9 billion<\/a> as recently as last May \u2014 a <a href=\"https:\/\/floridapolitics.com\/archives\/575389-miami-dade-seeks-larger-federal-cost-share-for-potential-metrorail-extension\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">years-old price point<\/a>.<\/p>\n<p style=\"text-align: justify;\">By December, that figure rose to $2.2 billion. Last month, it jumped again after planners added a light maintenance facility at the north end of the route.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.miamitodaynews.com\/2026\/01\/07\/costly-north-corridor-rail-plan-slips-off-the-schedule\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Miami Today first reported<\/a> on the magnitude of the cost increase and the resulting shift in funding assumptions.<\/p>\n<p style=\"text-align: justify;\">Rising costs have also sharply worsened the project\u2019s cost-effectiveness metrics. The cost per passenger trip is now projected at $54.47, placing the project well below the Federal Transit Administration\u2019s threshold for favorable ratings for federal construction funding. Projects costing $35 or more per trip typically receive low ratings, making it harder to secure federal dollars. High ratings are awarded to trips under $8.<\/p>\n<p style=\"text-align: justify;\">Planning for the corridor has been plagued by delays. State studies were paused for more than two years after Miami-Dade County halted a public-private partnership effort in 2022, forcing analyses to be refreshed once the project returned to public control.<\/p>\n<p style=\"text-align: justify;\">The Citizens\u2019 Independent Transportation Trust, which oversees county transit sales tax revenues, has been briefed repeatedly on shifting timelines and costs.<\/p>\n<p style=\"text-align: justify;\">To limit expenses, FDOT plans to place rail piers in the center of Northwest 27th Avenue to reduce property acquisition and to locate the maintenance facility on an existing county-owned site near the Turnpike.<\/p>\n<p style=\"text-align: justify;\">With costs continuing to escalate, the state is now exploring phased construction, beginning downtown and extending north incrementally, to improve financial feasibility and strengthen the project\u2019s chances of securing federal funding.<\/p>\n<p style=\"text-align: justify;\">Miami-Dade adopted the Strategic Miami Area Rapid Transit (SMART) Program \u2014 originally called the <a href=\"https:\/\/www.miamidadetpo.org\/tpo\/smartplan.page\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SMART Plan<\/a> \u2014 in April 2016 to study, secure funding for, and develop mass transit solutions for six high-volume commuting corridors countywide.<\/p>\n<p style=\"text-align: justify;\">So far, just one of the program\u2019s six routes \u2014 the upgraded 20-mile <a href=\"https:\/\/www.miamidade.gov\/global\/transportation\/smart-plan-south-dade-transit-way-corridor.page\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">South Dade Transitway<\/a>, which runs <a href=\"https:\/\/www.miamidade.gov\/transit\/library\/transitway-stations.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">from Kendall to Florida City<\/a> along a dedicated busway adjacent to U.S. 1 \u2014 has been fully funded and completed.<\/p>\n<p style=\"text-align: justify;\">That corridor <a href=\"https:\/\/www.wlrn.org\/transportation\/2025-10-06\/miami-dade-metro-express-south-dade-florida-city-transit\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">opened in October<\/a>.
