{"id":110907,"date":"2026-01-08T21:23:35","date_gmt":"2026-01-08T21:23:35","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/110907\/"},"modified":"2026-01-08T21:23:35","modified_gmt":"2026-01-08T21:23:35","slug":"school-employees-face-hr-investigation-in-construction-oversight-effort","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/110907\/","title":{"rendered":"School employees face HR investigation in construction oversight effort"},"content":{"rendered":"<p>Two high-level Broward schools administrators, including one who has already announced her resignation, are facing personnel investigations as a result of an audit that revealed failures in the district\u2019s attempt to hire a company to oversee district construction, Superintendent Howard Hepburn said.<\/p>\n<p>The district\u2019s human resources department is investigating Jennifer Andreu, executive director of procurement, and her boss, Chief Operating Officer Wanda Paul, Hepburn told School Board members on Tuesday. Paul\u2019s investigation comes despite her submitting a letter last week announcing she <a href=\"https:\/\/www.sun-sentinel.com\/2025\/12\/29\/broward-schools-operations-chief-to-resign-following-construction-office-rental-debacles\/\" rel=\"nofollow noopener\" target=\"_blank\">planned to resign<\/a> in April.<\/p>\n<p>A third employee, purchasing agent Mark Cohen, also is under an HR investigation, district spokesman John Sullivan confirmed Wednesday to the South Florida Sun Sentinel.<\/p>\n<p>\u201cThe individuals referenced are currently under investigation as part of the audit findings,\u201d Sullivan said. \u201cThe\u00a0employees have been reassigned pending the outcome of that process.\u201d<\/p>\n<p>The three couldn\u2019t be reached for comment by the Sun Sentinel\u00a0despite attempts by phone and email.<\/p>\n<p>\u201cHR will conduct interviews and examine relevant documents and past decision-making to ensure maximum accountability,\u201d Hepburn told the School Board on Tuesday. \u201cI\u2019ve asked HR to proceed with this investigation as swiftly as possible without compromising the integrity of the process. This is a high-priority.\u201d<\/p>\n<p>A report <a href=\"https:\/\/www.sun-sentinel.com\/2025\/12\/14\/broward-schools-bungle-effort-to-find-company-to-oversee-construction-work\/\" rel=\"nofollow noopener\" target=\"_blank\">released last month<\/a> by Chief Auditor Dave Rhodes\u2019 office found numerous problems with a solicitation for a vendor to oversee hundreds of millions of dollars in district construction.<\/p>\n<p>Among the findings: The district changed the type of management arrangement it would seek without informing the School Board, made major changes to the selection process after bids had already been received and failed to ensure the companies selected met the district\u2019s qualifications.<\/p>\n<p>The audit listed multiple examples where the district\u2019s actions may have discouraged fair competition and may have violated state law.<\/p>\n<p>As a result of the audit, Hepburn asked the School Board to <a href=\"https:\/\/www.sun-sentinel.com\/2025\/12\/14\/broward-schools-bungle-effort-to-find-company-to-oversee-construction-work\/\" rel=\"nofollow noopener\" target=\"_blank\">reject all three bids<\/a> received.<\/p>\n<p>Since the district\u2019s contract with its current management company, AECOM, expires Jan. 17, Hepburn <a href=\"https:\/\/www.sun-sentinel.com\/2025\/12\/19\/broward-schools-chief-emergency-now-exists-for-troubled-construction-program\/\" rel=\"nofollow noopener\" target=\"_blank\">declared an emergency<\/a> in the construction program on Dec. 19, a status that will allow the district to hire a vendor without going through competitive bidding.<\/p>\n<p>The School Board reviewed a new one-year, $15.2 million contract with AECOM on Tuesday, but the district is also negotiating with some other firms. The School Board plans to discuss the issue on Tuesday, Jan. 13.<\/p>\n<p>The district \u201cdelayed and delayed until they were forced into a situation where they had to hold over AECOM, because they didn\u2019t act fast enough to procure the new bid, and now they\u2019re looking for someone to blame for that.\u201d Pete Tingom, who represents the three employees through the Educational Support &amp; Management Association of Broward, told the Sun Sentinel.<\/p>\n<p>Tingom said he didn\u2019t know who was responsible for the delays.<\/p>\n<p>At a Dec. 16 meeting, School Board members urged Hepburn to take action to hold his staff accountable for the failures.<\/p>\n<p>School Board member Allen Zeman said the investigations of the employees \u201care clearly a move in the right direction\u201d for Hepburn.<\/p>\n<p>\u201cMultiple shocks to the system may be necessary to change the culture once and for all,\u201d Zeman told the Sun Sentinel on Wednesday.<\/p>\n<p>He said the first shock was the auditor\u2019s report and the second is the investigation, which Zeman said reminds Hepburn\u2019s staff that he\u2019s serious about holding senior leaders accountable for their actions.<\/p>\n<p>School Board member Adam Cervera also has been vocal about his concern.<\/p>\n<p>He posted a statement on social media on Dec. 28 calling for Paul to resign.<\/p>\n<p>In addition to his concern over the solicitation, Cervera criticized Paul\u2019s role in a <a href=\"https:\/\/www.sun-sentinel.com\/2025\/11\/25\/broward-schools-2-6-million-office-rental-contract-plagued-by-missteps\/\" rel=\"nofollow noopener\" target=\"_blank\">controversial lease<\/a> with a nonprofit group, which the School Board canceled in November, leading to the district being sued.<\/p>\n<p>\u201cThe scale, repetition, and impact of these breakdowns leave no credible path forward under the current leadership structure,\u201d Cervera posted on the social site X\u00a0on Dec. 28.<\/p>\n<p>The next day, Paul submitted her resignation, stating her last day in the office would be April 3 but she would remain a district employee until June 3.<\/p>\n<p>Sullivan said at the time she would use accrued leave for her days after April 3.<\/p>\n<p>Sullivan did not say on Wednesday what prompted Hepburn to order an investigation rather than allowing her to resign.<\/p>\n<p>Several board members said they want Paul gone sooner than April, including Cervera, Zeman and Nora Rupert.<\/p>\n<p>\u201cHoward Hepburn has repeatedly warned his staff that he will take appropriate action, even termination, if there\u2019s cause to do so. He\u2019s just doing exactly what he said he would do, which is both fair and appropriate,\u201d Zeman said.<\/p>\n<p>Paul, who started\u00a0on May 20, 2024, has a yearly contract with the district that expires June 30.<\/p>\n<p>Under the district\u2019s employee discipline policy, yearly employees can\u2019t be terminated before their contract expires unless the superintendent concludes there is just cause following a district personnel investigation and brings the recommendation to the School Board.<\/p>\n<p>If the investigation were to find just cause for discipline, the superintendent also could\u00a0recommend to the School Board other forms of discipline, such as a suspension or a demotion.<\/p>\n<p>Andreu and Cohen have the same types of contracts as Paul.<\/p>\n<p>Andreu, who is also a Plantation City Council member, started with the district on Oct. 2, 2023.
