{"id":118075,"date":"2026-01-14T18:09:11","date_gmt":"2026-01-14T18:09:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/118075\/"},"modified":"2026-01-14T18:09:11","modified_gmt":"2026-01-14T18:09:11","slug":"st-lucie-county-sheriff-richard-del-toro-reflects-on-first-year-in-office","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/118075\/","title":{"rendered":"St. Lucie County sheriff Richard Del Toro reflects on first year in office"},"content":{"rendered":"<p class=\"text | article-text\">A year after taking office following one of Florida\u2019s most controversial sheriff\u2019s elections, St. Lucie County Sheriff Richard Del Toro says his focus remains on rebuilding trust and preparing for unprecedented growth.<\/p>\n<p class=\"text | article-text\">\u201cI can\u2019t believe it\u2019s been a year already,\u201d Del Toro said. \u201cI\u2019m living my dream, and if I\u2019m sleeping, do not wake me up, because I\u2019m having the best dream of my life.\u201d<\/p>\n<p class=\"text | article-text\">Del Toro assumed the role on Jan. 7, 2025, after campaigning on promises to restore accountability and transparency following intense criticism of his predecessor\u2019s social media use, transparency with the publicandspending.<\/p>\n<p class=\"text | article-text\">\u201cWe hit the ground running right away,\u201d Del Toro said. \u201cI mean, we instituted a reorganization here that just changed the entire structure. The structure of the organization really had not changed in the last 40 years under the previous three sheriffs. So that was something that just needed to happen.\u201d<\/p>\n<p class=\"text | article-text\">The reorganization separated the agency into operations and administration divisions and increased supervision at multiple levels. Del Toro said the changes have created an expectation of excellence rather than making it the exception.<\/p>\n<p class=\"text | article-text\">\u201cWe\u2019re implementing our standards of performance, which we said from day one was going to help us with our goals of becoming the safest county in the state of Florida,\u201d he said.<\/p>\n<p class=\"text | article-text\">The sheriff\u2019s office also straightened out pay plans that had been \u201cpretty much upside down,\u201d hurting recruiting and retention efforts. Del Toro credited county commissioners for providing the budget money needed to make the agency competitive with other law enforcement agencies in the region.<\/p>\n<p>Rebranding<\/p>\n<p class=\"text | article-text\">The sheriff said he immediately shifted focus away from personal branding toward core law enforcement duties.<\/p>\n<p class=\"text | article-text\">\u201cIt\u2019s one of the biggest changes I did, was I took my name off of everything,\u201d Del Toro said. \u201cIt\u2019s just our brand is the St. Lucie County Sheriff\u2019s Office. That\u2019s it. It\u2019s not about me. No one\u2019s going to buy into the changes we want to make, and I don\u2019t think it sends the right message to the organization.\u201d <\/p>\n<p>Preparing for explosive growth<\/p>\n<p class=\"text | article-text\"><a href=\"https:\/\/www.wptv.com\/news\/treasure-coast\/region-st-lucie-county\/port-st-lucie\/new-study-shows-port-st-lucie-seeing-record-number-of-new-apartments\" target=\"_blank\" rel=\"nofollow noopener\">St. Lucie County\u2019s population<\/a><a href=\"https:\/\/www.wptv.com\/news\/education\/back-to-school\/st-lucie-public-schools-planning-aggressively-to-accommodate-growth\" target=\"_blank\" rel=\"nofollow noopener\">is expected to grow<\/a>from its current 270,000 residents to 600,000 in the coming years. Del Toro said his experience dealing with growth during his 27-year career at the Port St. Lucie Police Department, where he served as chief, prepared him for this challenge.\u201cWhen I started at the city of Port St. Lucie 27 years ago, we were 70,000 residents. It was a bedroom community. We\u2019re now 270,000 residents just in that part of the city alone,\u201d Del Toro said.The sheriff\u2019s office is now developing a strategic plan to address growth while maintaining public safety within budget constraints, including determining how many deputies need to be added and focusing on leadership development for younger supervisors who will lead the agency in the future.\u201cWe want to be the safest county, have the highest standards and values and be fiscally transparent, responsible with our budget,\u201d Del Toro said. \u201cWe\u2019re going to be focused &#8230; on how we need to change in order to handle the growth in this community.\u201d<\/p>\n<p class=\"text | article-text\">Emergency preparedness improvements<\/p>\n<p class=\"text | article-text\">Following criticism of the previous administration\u2019s <a href=\"https:\/\/www.wptv.com\/wptv-investigates\/a-nightmare-st-lucie-county-wont-forget-investigation-finds-victims-left-in-tornado-rubble-overnight#:~:text=Lucie%20County%20will%20never%20forget,Lucie%20County%20Sheriff%20Keith%20Pearson.\" target=\"_blank\" rel=\"nofollow noopener\">handling of search and rescue efforts during Hurricane Milton<\/a>, Del Toro said his office has implemented comprehensive emergency management plans. <\/p>\n<p class=\"text | article-text\">\u201cYou can\u2019t wait for an opportunity or an incident to happen and then not have a plan,\u201d Del Toro said. \u201cYou have to have a plan in place.\u201d<\/p>\n<p class=\"text | article-text\">The sheriff\u2019s office now has operational plans for any type of large-scale event, whether natural disasters or community-wide events that require security assessments and threat evaluations.<\/p>\n<p class=\"text | article-text\">\u201cEverybody\u2019s going to know where they\u2019re working if, in fact, we do have a hurricane, what shift they\u2019re going to be working,\u201d said Del Toro. \u201cYou know, when we make mistakes, we try to learn from them, like we talked about before, own them, and move forward in a direction where we\u2019re focused on continuous improvements.\u201d <\/p>\n<p>Immigration enforcement<\/p>\n<p class=\"text | article-text\">Del Toro\u2019s first year brought immediate challenges, including federal immigration initiatives impacting his agency just a month after taking office. <\/p>\n<p class=\"text | article-text\">Del Toro addressed the <a href=\"https:\/\/www.wptv.com\/news\/state\/gov-ron-desantis-announces-models-to-further-crack-down-on-illegal-immigration\" target=\"_blank\" rel=\"nofollow noopener\">controversial 287(g) immigration enforcement program,<\/a> saying he ran on a platform of combating illegal immigration and supports federal efforts.<\/p>\n<p class=\"text | article-text\">\u201cIt is not our primary focus. Each and every single day, we work with the federal government. That\u2019s their job,\u201d Del Toro said. \u201cWhen we\u2019re called upon, we do work with them.\u201d<\/p>\n<p class=\"text | article-text\">He emphasized that the sheriff\u2019s office is not conducting door-to-door searches but rather enforcing court orders for people who have been told to leave the country and whose time has expired.<\/p>\n<p>Building trust and culture<\/p>\n<p class=\"text | article-text\">Del Toro acknowledged that building trust within the 800-person organization has been more challenging than he initially expected.<\/p>\n<p class=\"text | article-text\">\u201cI made a strategic error when I kind of got into the restructuring and trying to fix all the problems that I thought were important to them, where they wanted to build a relationship with me too,\u201d he said.<\/p>\n<p class=\"text | article-text\">The sheriff said he plans to spend more time getting to know employees across the decentralized organization, which includes deputies in schools, the courthouse and the jail.<\/p>\n<p>Looking ahead<\/p>\n<p class=\"text | article-text\">For the remaining three years of his term, Del Toro outlined three main priorities: <\/p>\n<p>Managing growth Leadership development within the organizationImplementing crime reduction strategies <\/p>\n<p class=\"text | article-text\">He hopes to implement these goals while working toward national accreditation. Currently, the agency is state-accredited, but Del Toro said national accreditation brings higher standards and more training. <\/p>\n<p class=\"text | article-text\">The sheriff\u2019s office also recently started a 501(c)(3) nonprofit foundation to raise money for community partnerships and support other organizations like the Boys and Girls Club.<\/p>\n<p class=\"text | article-text\">\u201cI\u2019m not here to benefit myself.
