{"id":128319,"date":"2026-01-22T21:47:08","date_gmt":"2026-01-22T21:47:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/128319\/"},"modified":"2026-01-22T21:47:08","modified_gmt":"2026-01-22T21:47:08","slug":"blue-tech-boom-resilience-center-appears-headed-for-ballots","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/128319\/","title":{"rendered":"Blue tech boom: Resilience center appears headed for ballots"},"content":{"rendered":"<p>Voters will likely decide the future of St. Petersburg\u2019s <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/what-the-new-blue-economy-means-for-st-pete\/\" rel=\"nofollow noopener\">marine-based economy<\/a> as much-anticipated plans to expand on the Maritime and Defense Technology Hub\u2019s success have cleared an initial hurdle.<\/p>\n<p>Four city council members expressed support for building a 50,000-square-foot sister facility, dubbed the Center for Coastal Resilience, at a committee meeting Thursday. What was previously known as Hub 2.0 would replace Port St. Petersburg\u2019s surface parking lot.<\/p>\n<p>The building would provide critical waterfront space for resiliency, research and technology-focused government agencies, academic institutions and startups in St. Petersburg\u2019s Innovation District. However, the project requires a ballot referendum and faces a tight timeline.<\/p>\n<p>\u201cMost people know what the Research Triangle is in North Carolina,\u201d said Councilmember Gina Driscoll. \u201cI want people to know what this is, the way that people know what the Research Triangle is, because we\u2019ve got it. It\u2019s just the marine science version.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-111526\" class=\"wp-image-111526 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/Screenshot-1406-e1769113404147.png\" alt=\"\" width=\"634\" height=\"392\"\/><\/p>\n<p id=\"caption-attachment-111526\" class=\"wp-caption-text\">An aerial view of partner agencies within the Innovation District.<\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/www.stpeteinnovationdistrict.com\/\" rel=\"nofollow noopener\">Innovation District<\/a> is already home to 1,900 marine science employees and annually contributes $540 million to the local economy. USF\u2019s <a target=\"_blank\" href=\"https:\/\/www.usf.edu\/marine-science\/\" rel=\"nofollow noopener\">College of Marine Science<\/a> anchors an industry cluster with over 30 private companies, research organizations, academic entities, and state and federal government agencies.<\/p>\n<p>Dean Thomas Frazer said the .88-square-mile area has \u201carguably one of the most densely concentrated constellations of <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/st-pete-ocean-team-resurfaces-explores-expansion\/\" rel=\"nofollow noopener\">marine-oriented programs<\/a> in the nation.\u201d He also noted that waterfront space \u201cis a premium, and we could use more.\u201d<\/p>\n<p>Driscoll said the city-owned <a target=\"_blank\" href=\"https:\/\/www.stpeteinnovationdistrict.com\/initiatives\/maritime-and-defense-technology-hub\" rel=\"nofollow noopener\">Hub<\/a> was an \u201cinstant success\u201d after it opened in January 2022. The 32,000-square-foot, at-capacity facility houses 20 tenants and supports 87 full-time and 132 secondary jobs.<\/p>\n<p>The Innovation District and six partners secured a <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/local-group-wins-14-million-for-blue-tech-accelerator\/\" rel=\"nofollow noopener\">$14 million<\/a> Ocean Enterprise Accelerator grant from the National Oceanic and Atmospheric Administration (NOAA) in December 2024. \u201cThat is partially because we have the Hub,\u201d said executive director Alison Barlow.<\/p>\n<p>In addition to attracting new businesses and organizations, the Center for Coastal Resilience would provide room for current tenants, including Saildrone and the state-sponsored Florida Flood Hub for Applied Research and Innovation, to expand operations. The Innovation District operates the Hub and would oversee its sister facility.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-111527\" class=\"wp-image-111527 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/Screenshot-12912-1024x566.jpg\" alt=\"\" width=\"591\" height=\"327\"\/><\/p>\n<p id=\"caption-attachment-111527\" class=\"wp-caption-text\">Renting rooftop space for events could generate additional revenue.<\/p>\n<p>Driscoll explained that the city\u2019s charter only allows the mayoral administration to grant five-year leases on waterfront properties. She said that \u201cholds us back a little bit\u201d from capitalizing on an opportunity to \u201cexpand on something that\u2019s working.\u201d<\/p>\n<p>\u201cWe want people to have that confidence to know that they can make a long-term investment and get that long-term return,\u201d Driscoll said of building a new facility. \u201cIn order to allow for longer leases, we would have to do a referendum.\u201d<\/p>\n<p>Time is of the essence. Assistant City Attorney Brett Pettigrew said officials have until the end of April to draft an ordinance that would allow for a longer lease.<\/p>\n<p>The ordinance would then go to the city council for approval in July, following a public notification period. Administrators must then submit ballot language to the election office by early August.<\/p>\n<p>\u201cIn short, there\u2019s about three months for the committee to decide on a course of action and to prepare an ordinance,\u201d Pettigrew said.<\/p>\n<p>The St. Petersburg Downtown Partnership, a founding member of the Innovation District, has already commissioned a feasibility study, a requirement for receiving $18 million in federal construction funding. A representative from HR&amp;A Advisors said that \u201coverwhelmingly, what we saw was continued growth forecasted in the ocean and marine economy sector.\u201d<\/p>\n<p>The two organizations are also requesting between $8 million and $10 million from the Florida Ports Council and $2 million from Pinellas County\u2019s Employment Sites program. Jason Mathis, CEO of the downtown partnership, is \u201cconfident that there will be some additional private sector financing available.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-111529\" class=\"wp-image-111529\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/1000003501.jpg\" alt=\"\" width=\"462\" height=\"428\"  \/><\/p>\n<p id=\"caption-attachment-111529\" class=\"wp-caption-text\">Renderings of interior spaces designed to foster collaboration.<\/p>\n<p>While the group is not seeking funding from the City, Mathis said they are \u201clooking for a very inexpensive lease on the city-owned land for a period of at least 50 years.\u201d<\/p>\n<p>He explained that it is \u201cvery difficult\u201d to raise private capital for \u201csomething that only has a five-year shelf life.\u201d A 50-year term would \u201censure the economic viability of this project,\u201d Mathis said.<\/p>\n<p>Councilmember Copley Gerdes compared the deal to a referendum regarding the Dali Museum\u2019s expansion, which voters resoundingly approved in 2022. That lease was for 99 years.<\/p>\n<p>\u201cThis area is meant for economic development, and this is just bolstering it,\u201d Gerdes added. \u201cSo, I\u2019m certainly supportive.\u201d<\/p>\n<p>Councilmember Deborah Figgs-Sanders also offered her support but asked if the administration had any concerns. \u201cWe understand that this type of deal requires a longer-term lease,\u201d replied James Corbett, city development administrator.<\/p>\n<p>If voters approve the lease and the project is financially sound, \u201cgenerally, yes, we would be supportive,\u201d Corbett concluded.<\/p>\n<p>Pettigrew will begin drafting an ordinance that would allow residents to determine the Center for Coastal Resilience\u2019s fate. The Economic and Workforce Development Committee will review it before a city council vote.<\/p>\n<p>\u201cOur blue economy is important,\u201d said Councilmember Corey Givens Jr. \u201cAnd I think knowing that you have corporations that are willing to invest in St. Pete and provide those jobs and opportunities \u2013 that\u2019s amazing.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-103059\" class=\"wp-image-103059 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/Ocean-Team-Parker-USF-2.jpg\" alt=\"\" width=\"613\" height=\"392\"  \/><\/p>\n<p id=\"caption-attachment-103059\" class=\"wp-caption-text\">Waterfront space is critical for testing new marine-based technologies.
