{"id":129682,"date":"2026-01-23T22:05:10","date_gmt":"2026-01-23T22:05:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/129682\/"},"modified":"2026-01-23T22:05:10","modified_gmt":"2026-01-23T22:05:10","slug":"st-petersburgs-oldest-park-enters-its-next-chapter","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/129682\/","title":{"rendered":"St. Petersburg\u2019s oldest park enters its next chapter"},"content":{"rendered":"<p>The city, a downtown nonprofit and a renowned urban redevelopment expert are preparing to launch long-overdue upgrades at St. Petersburg\u2019s Williams Park.<\/p>\n<p>Dan Biederman, who is overseeing evolving design plans, returned to the area this week to tour St. Petersburg\u2019s oldest park and meet with surrounding stakeholders. He received <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/urban-management-guru-guides-williams-parks-evolution\/\" rel=\"nofollow noopener\">national acclaim<\/a> in the early 1990s for transforming Bryant Park, then one of New York\u2019s seediest, into a celebrated amenity.<\/p>\n<p>Biederman\u2019s decades of experience revitalizing dozens of public spaces throughout the country will help guide Williams Park\u2019s makeover, which is set to begin in the spring with bandshell renovations. New programmatic elements will likely include small concerts, lectures, fitness classes, chess tables, carts with art supplies and children\u2019s activities.<\/p>\n<p>\u201cWe invented programming in parks,\u201d Biederman said. \u201cThe way we do it is a little different.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-111566\" class=\"wp-image-111566 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/1000005023-1024x587.jpg\" alt=\"\" width=\"621\" height=\"356\"\/><\/p>\n<p id=\"caption-attachment-111566\" class=\"wp-caption-text\">Dan Biederman, founder of Biederman Redevelopment Ventures, has met with myriad stakeholders to discuss Williams Park\u2019s future.<\/p>\n<p>Williams Park will continue to host typical programming, such as the Saturday Morning Market and large events like <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/events\/localtopia-3\/\" rel=\"nofollow noopener\">Localtopia<\/a> and <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/local-entrepreneurs-step-up-for-st-patricks-day\/\" rel=\"nofollow noopener\">Paddy Fest<\/a>, on specific dates. However, Biederman stressed the importance of \u201camenities\u201d that engage visitors at \u201call hours of the day.\u201d<\/p>\n<p>\u201cMost of what I\u2019m mentioning is 10 hours a day stuff,\u201d he added. \u201cThat would help the park a lot. It\u2019s hard to get to a crowded park just from scheduled events.\u201d<\/p>\n<p>St. Petersburg\u2019s first park, which opened in 1888, has fallen on hard times in recent years. What was once considered the heart of downtown is, outside of special events, typically just a gathering place for the city\u2019s homeless population.<\/p>\n<p>Many of the green spaces revitalized under the guidance of Biederman Redevelopment Ventures mirror Williams Park\u2019s trajectory. Jason Mathis, CEO of the St. Petersburg <a target=\"_blank\" href=\"https:\/\/www.stpetepartnership.org\/\" rel=\"nofollow noopener\">Downtown Partnership<\/a>, said Bryant Park\u2019s rebirth is \u201cone of America\u2019s greatest <a target=\"_blank\" href=\"https:\/\/centercityphila.org\/uploads\/attachments\/cjlf4pwu4009t7gqd6t8xnpn2-bryant-park.pdf\" rel=\"nofollow noopener\">success stories<\/a>.\u201d<\/p>\n<p>Williams Park is roughly a third of the size of Bryant Park. However, Biederman believes 3.3 acres is plenty of space for what project partners hope to achieve.<\/p>\n<p>He credited Williams Park\u2019s location and the number of stakeholders in surrounding residential, commercial and academic buildings. Biederman, who has now toured the area multiple times, including later at night, also noted that \u201cit\u2019s really pretty safe.\u201d<\/p>\n<p>\u201cThis will work here,\u201d he added. \u201cWe\u2019re very optimistic this is going to be a great park.\u201d<\/p>\n<p>Funding and revenue<\/p>\n<p>Mathis broached the topic of revitalizing Williams Park to Biederman over six years ago. Plans to create a downtown special improvement district never took flight.<\/p>\n<p>The downtown partnership jump-started the long-dormant Williams Park Partnership last year, and the nonprofit <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/williams-park-revitalization-plans-take-shape\/\" rel=\"nofollow noopener\">secured $800,000<\/a> in state funding for capital improvements in September. \u201cWe felt it was really important to bring in the smartest people we knew to help us think about how the park might function,\u201d Mathis said.<\/p>\n<p>\u201cYou don\u2019t want to spend a bunch of money and then realize everything you did was wrong because it doesn\u2019t match the new programming in the park.\u201d<\/p>\n<p>City officials will launch a much-anticipated $3 million bandshell improvement project in late spring. Shaun Drinkard, CEO of the Williams Park Partnership, noted that those plans began in 2018.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-104503\" class=\"wp-image-104503 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/Williams-Park-_-Localtopia-performance-1024x737.jpg\" alt=\"\" width=\"596\" height=\"429\"\/><\/p>\n<p id=\"caption-attachment-104503\" class=\"wp-caption-text\">The Williams Park bandshell was in desperate need of repairs before Hurricanes Helene and Milton.<\/p>\n<p>Drinkard, also vice president of the downtown partnership, said the groups are \u201cworking as fast as we can to align construction\u201d with the city\u2019s efforts. The park will remain open throughout the process, which he expects to conclude by the end of 2026.<\/p>\n<p>Roughly half of the state funding will go toward adding and improving entrances. \u201cGateways are big,\u201d Drinkard said. \u201cSo planters, lighting, all that stuff that makes you want to enter the park.\u201d<\/p>\n<p>The remainder will support <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/williams-park-refresh-downtown-improvement-district-coming\/\" rel=\"nofollow noopener\">enhancements<\/a> to interior paths, the tree canopy, the plaza and electrical systems. Drinkard said the team will also ensure park areas can accommodate planned amenities and programming.<\/p>\n<p>Mathis noted they also want to convert a bus ticketing office into a coffee shop with food, beverages and outdoor seating. Discussions with the Pinellas Suncoast Transit Authority are ongoing.<\/p>\n<p>Biederman highlighted additional avenues to generate revenue at the park. Those include sponsorships, film and photo shoots, food and beverage sales and experiential marketing.<\/p>\n<p>The downtown partnership is also seeking about $500,000 in private donations for programming. Mathis has already raised roughly half that amount and is \u201cnot worried\u201d about reaching his goal.<\/p>\n<p>Drinkard found 400 highly utilized, free parking spaces downtown, and the city agreed to install meters in those areas. That will provide about $1 million annually to establish an improvement district.<\/p>\n<p>The city will deploy cleanup teams to address litter, graffiti and code compliance issues around the downtown core. Ambassadors will help tourists and residents navigate the area, build relationships with businesses and help mitigate misconduct.<\/p>\n<p>A $1 million federal grant will support city outreach and homeless assistance services.
