IT WAS ALL CAPTURED ON BODY CAMERA VIDEO AND TODAY, AS WESH TWO GREG FOX SHOWS US, THE COMMISSIONER AVOIDED OUR CAMERAS AND OUR QUESTIONS. OKAY, SHE SAYS SHE\u2019S CALLING THE CHIEF. AND THAT\u2019S WHY I CALLED YOU OVER. SHE SAID SHE\u2019S A COMMISSIONER. I HAVE NO IDEA WHO SHE IS. IF IT WASN\u2019T ALREADY CONFUSING FOR POLICE AND OTHER DRIVERS HANDLING EXITING TRAFFIC FOLLOWING THE NEW YEAR\u2019S EVE, CHEEZ-IT BOWL FOOTBALL GAME AT CAMPING WORLD STADIUM. OFFICERS HAD NO IDEA ORLANDO CITY COMMISSIONER SHANNAN ROSE WAS THE WOMAN WHO DECIDED TO STOP NEAR THE ON RAMP TO THE 408. HE\u2019S WRITING ME A TICKET. WHAT\u2019S YOUR NAME, OFFICER? WE\u2019RE FREEZING THE VIDEO HERE SO YOU CAN SEE THE COMMISSIONER IS ON THE PHONE WITH THE POLICE CHIEF, ERIC SMITH. HIS OFFICE DECLINED COMMENT ABOUT THE STOP. YOU\u2019RE IMPEDING THE FLOW OF TRAFFIC. MA\u2019AM, I NEED YOU TO MOVE YOUR VEHICLE. THE ROAD IS BLOCKED RIGHT THERE. YOU HEAR HOW AGGRESSIVE HE\u2019S GETTING, CHIEF? I\u2019M THE COMMISSIONER I LIVE IN. YOU CAN\u2019T TELL ME. I CAN\u2019T GO HOME. SHE\u2019S ARGUING. SHE\u2019S A COMMISSIONER. SHE SAID THE OFFICER WROTE A TICKET. THIS TICKET, CITING ROSE WITH IMPEDING TRAFFIC AND IMPOSING A $164 FINE. HE WANTS TO TALK TO A SUPERVISOR. THINGS DIDN\u2019T GET BETTER WHEN THE SERGEANT SHOWED UP AND ROSE AGAIN REMINDED OFFICERS, I\u2019M A CITY COMMISSIONER BEFORE A FRIDAY EVENT. DO YOU HAVE ANYTHING TO SAY ABOUT THE TRAFFIC SITUATION? THE COMMISSIONER DECLINED TO SPEAK WITH US OUTSIDE OR INSIDE, THOUGH SHE SPENT TIME TALKING WITH OTHERS. COMMISSIONER ROSE INSTEAD. SHE EMAILED A STATEMENT SAYING IN PART, LARGE SCALE EVENTS AT CAMPING WORLD STADIUM, WHICH CAN ATTRACT OVER 100,000 ATTENDEES, HAVE CREATED CHALLENGES FOR NEARBY RESIDENTS ATTEMPTING TO RETURN HOME. WE HAVE HEARD THESE CONCERNS AND I RECENTLY EXPERIENCED IT MYSELF. THE CITY IS ACTIVELY REVIEWING OUR EVENT, TRANSPORTATION AND TRAFFIC MANAGEMENT STRATEGIES. COMMISSIONER ROSE ALSO SENT ME AN EMAIL ABOUT THE CAMPING WORLD STADIUM INCIDENT, SAID SHE\u2019S BEEN TALKING WITH THE TRAFFIC MANAGEMENT TEAM ABOUT REDOING MAPS, PERHAPS RECONSTRUCTING LANES FOR TEMPORARY TRAFFIC PATTERNS AT THE END OF CAMPING WORLD STADIUM EVENTS TO HELP LOCALS GET BACK TO THEIR HOMES COVERING ORANGE COUNTY IN ORLANDO, GREG FOX. WESH TWO NEWS. NO HEARING DATE HAS BEEN SET FOR COMMISSIONER ROSE\u2019S TRAFFIC CITATION. WESH 2 News obtained police body camera footage from three officers involved in the stop.The officer who issued a citation to Rose is heard telling a supervisor, &#8220;She says she&#8217;s calling the chief and that&#8217;s when I called you over. She said she&#8217;s a commissioner. I have no idea who she is.&#8221;The incident occurred as approximately 70,000 fans were leaving the stadium, and Rose pulled over to the side of traffic cones directing vehicles to the 408 toll road near Carter Street. While on the phone with police Chief Eric Smith, Rose is heard saying, &#8220;He&#8217;s writing me a ticket. What&#8217;s your name, officer?&#8221;Smith\u2019s public information office stated the Chief would not be available for an interview or to comment on the Commissioner\u2019s request for assistance.The ticketing officer told Rose, &#8220;You&#8217;re impeding the flow of traffic, ma&#8217;am. I need you to move your vehicle.
