It cannot lower property taxes. It cannot fund police or firefighters. It can only be spent in ways that <a href=\"https:\/\/tbbwmag.com\/2026\/01\/19\/how-tampa-sells-itself-to-tourists\/\" rel=\"nofollow noopener\" target=\"_blank\">promote tourism<\/a>.<\/p>\n<p>Commissioner Brian Scott, chair of the Pinellas County Tourist Development Council, said that constraint shapes every decision tied to the county\u2019s Tourist Development Tax.<\/p>\n<p>\u201cThe real and leading indicator of all that is heads in beds,\u201d Scott said.<\/p>\n<p>Pinellas collects a 6% bed tax on hotel rooms and short-term rental stays. Every reinvestment decision starts with the same question.<\/p>\n<p>How many room nights will this create?<\/p>\n<p>When the model gets tested<\/p>\n<p>Most years, the system runs quietly.<\/p>\n<p>Tourism tax dollars are reinvested in destination marketing to drive future demand.<\/p>\n<p>\u201cThat is really what the dollars are for,\u201d Scott said.<\/p>\n<p>Then, 2025 forced a different set of choices.<\/p>\n<p>Pinellas spent $127 million on beach renourishment, the largest such expenditure in county history.<\/p>\n<p>RELATED: <a href=\"https:\/\/tbbwmag.com\/2026\/01\/21\/pinellas-tourism-10b-impact-153m-projects\/\" rel=\"nofollow noopener\" target=\"_blank\">Pinellas tourism hits $10B impact, funds $153M projects<\/a><\/p>\n<p>\u201c2025 was not a normal year,\u201d Scott said. \u201cBecause we had to put $127 million of sand on the beach.\u201d<\/p>\n<p>The spending was not a surprise. Scott said the county had carried a large reserve balance for years, knowing it might one day have to fund beach work on its own.<\/p>\n<p>\u201cWe had a pretty large reserve balance,\u201d he said. \u201cThat was really in anticipation of that.\u201d<\/p>\n<p>The math still worked. But it tightened.<\/p>\n<p>How decisions get made under pressure<\/p>\n<p>When projects compete for funding, Scott said county staff applies a scoring matrix.<\/p>\n<p>\u201cIt is given primarily by room nights,\u201d he said.<\/p>\n<p>The reason is practical. The tax itself is generated by overnight stays. Restaurants, bars and attractions benefit when visitors are here, but room nights remain the cleanest measure of return.<\/p>\n<p>\u201cThe longer you can keep them in the destination, the more money they\u2019re going to spend,\u201d Scott said.<\/p>\n<p>That same framework applies whether the county is evaluating marketing contracts capital projects, or event sponsorships.<\/p>\n<p>Capital projects and elite events<\/p>\n<p>Pinellas funds capital projects on a recurring cycle.<\/p>\n<p>\u201cWe have capital funding projects that we do every other year,\u201d Scott said.<\/p>\n<p>Recent awards have included upgrades at Clearwater Marine Aquarium, improvements to the marina and sports facilities that attract traveling teams and tournaments.<\/p>\n<p>READ: <a href=\"https:\/\/tbbwmag.com\/tampa-bay-real-estate-news\/\" rel=\"nofollow noopener\" target=\"_blank\">TAMPA BAY REAL ESTATE NEWS<\/a><\/p>\n<p>The county also sponsors what it classifies as elite events, including the <a href=\"https:\/\/tbbwmag.com\/2026\/01\/16\/valspar-championship-economic-impact-tampa-bay\/\" rel=\"nofollow noopener\" target=\"_blank\">Valspar Championship<\/a> and the St. Petersburg Grand Prix.<\/p>\n<p>In those cases, Pinellas acts as a major sponsor, typically contributing about $150,000.<\/p>\n<p>\u201cThat way, we are prominently featured in everything they do to promote those events,\u201d Scott said. \u201cAnd obviously they\u2019re televised.\u201d<\/p>\n<p>Stress testing the future<\/p>\n<p>Big asks tend to overlap.<\/p>\n<p>Scott said the county has money set aside for upgrades at BayCare Ballpark, the Phillies\u2019 spring training home, and expects a formal request soon.<\/p>\n<p>\u201cThat\u2019ll be a fairly large chunk of money,\u201d he said. \u201cIn the tens of millions.\u201d<\/p>\n<p>He said similar calculations were done during earlier discussions about the <a href=\"https:\/\/tbbwmag.com\/2026\/01\/20\/hillsborough-college-unanimous-rays-stadium-talks\/\" rel=\"nofollow noopener\" target=\"_blank\">Rays stadium<\/a>.<\/p>\n<p>READ: <a href=\"https:\/\/tbbwmag.com\/\" rel=\"nofollow noopener\" target=\"_blank\">TAMPA BAY BUSINESS NEWS<\/a><\/p>\n<p>\u201cWe did the calculations and said if we funded a Rays stadium and had to do beach renourishment 100% on our own into perpetuity, could we afford all that?\u201d Scott said. \u201cAnd the answer was it\u2019s going to be tight, but yes, we could do it.\u201d<\/p>\n<p>What was theoretical then is no longer abstract.<\/p>\n<p>\u201cTwo years ago, spending $125 million on the beach was theoretical,\u201d Scott said. \u201cIt\u2019s real now.\u201d<\/p>\n<p>Any future decision, he said, would need to be recalculated under current conditions.<\/p>\n<p>Fewer guesses, better data<\/p>\n<p>Scott said advances in tracking have improved how projects are evaluated.<\/p>\n<p>Attendance estimates once leaned heavily on organizer reporting. Tools like geofencing now allow staff to better measure actual turnout.<\/p>\n<p>\u201cWe have found that some events were wildly overestimated and some were underestimated,\u201d he said.<\/p>\n<p>The goal is accuracy.<\/p>\n<p>\u201cWe\u2019re getting better at fine-tuning those things,\u201d Scott said.<\/p>\n<p>The resident tension<\/p>\n<p>Scott said public frustration often stems from a misunderstanding of where tourism tax dollars come from.<\/p>\n<p>\u201cWe all get emails that say \u2018I don\u2019t want to spend my money on that,\u2019\u201d he said.<\/p>\n<p>The money is paid by visitors. It is not drawn from property taxes.<\/p>\n<p>\u201cI can\u2019t lower your taxes with bed tax dollars,\u201d Scott said. \u201cI can\u2019t pay the sheriff with it. I can\u2019t pay firefighters with it.\u201d<\/p>\n<p>Those conversations lingered. They also led to a change.<\/p>\n<p>A visible adjustment<\/p>\n<p>Pinellas recently expanded how bed tax dollars can be used to allow improvements at beach park facilities.<\/p>\n<p>\u201cThat\u2019s a way that we can benefit tourists and residents alike,\u201d Scott said.<\/p>\n<p>READ: <a href=\"https:\/\/tbbwmag.com\/category\/industries\/retail-hospitality\/\" rel=\"nofollow noopener\" target=\"_blank\">TAMPA RETAIL &amp; HOSPITALITY NEWS<\/a><\/p>\n<p>He pointed to Sand Key Park and Fort De Soto Park as early examples, with other beach park facilities potentially eligible.<\/p>\n<p>\u201cAt least I felt good that we were able to find a win in there somewhere,\u201d Scott said.<\/p>\n<p>What comes next<\/p>\n<p>Scott said travel demand faces headwinds tied to higher costs and softer international travel.<\/p>\n<p>\u201cSome are not comfortable traveling to the United States right now,\u201d he said. \u201cAnd it\u2019s also a lot more expensive.\u201d<\/p>\n<p>Rising hotel rates and higher restaurant prices have made travel less affordable for some visitors, particularly from international markets.<\/p>\n<p>Still, Scott said early booking data points to stabilization.<\/p>\n<p>The outlook for 2026, he said, is cautiously optimistic.<\/p>\n<p>On the reinvestment side, the largest decision expected this year concerns planned improvements at BayCare Ballpark, the Phillies\u2019 spring training home.<\/p>\n<p>\u201cThat\u2019s going to be the real big event this year,\u201d Scott said.<\/p>\n<p>He said the county\u2019s approach to tourism reinvestment remains the same, even as economic conditions change.<\/p>\n<p>Stay Informed<\/p>\n","protected":false},"excerpt":{"rendered":"Tourism dollars in Pinellas County come with rules, limits and consequences.
