Records show investigators accused him of stealing from communities that trusted him as a property manager in Sunrise and Pembroke Pines.<\/p>\n
PEMBROKE PINES CASE<\/p>\n
It took years for Pembroke Pines detectives to identify Curtis, 38, as a fraudster who stole about $600,000 from the Windmill Lakes Condominium Community, according to the Pembroke Pines Police Department.<\/p>\n
After receiving complaints from homeowners, Pembroke Pines detectives reported that Curtis, who was born in Fort Lauderdale and lives in Pompano Beach, was involved in \u201cproperty management irregularities, lapsed insurance coverage, missing or improper board elections, and a forgery scheme involving stolen association funds.\u201d<\/p>\n
Curtis, who was the registered agent of BDM Property Management, \u201cforged signatures on more than 350 checks and legal documents\u201d related to the homeowners association, according to Pembroke Pines police officers. <\/p>\n
Pembroke Pines detectives reported finding \u201can insurance payment intended for hurricane disaster relief that included a management fee payable to Curtis, and when they followed the trail, identified \u201dmanagement fees totaling $46,000 that were beyond the eligible payment.”<\/p>\n

Broward County prosecutors filed two cases against Curtis last year and one earlier this month. <\/p>\n
Curtis has a criminal case pending related to his work as a property manager at the Fairways of Sunrise, a community at 2811 NW 80 Ave., in Sunrise, according to an arrest report<\/a>. <\/p>\n The community and Rockhill Insurance Company reached a settlement on Jan. 17, 2020 for $885,000 related to 2017 Hurricane Irma property damage, court records show. <\/p>\n Detectives accused Curtis of stealing $439,000 from the community and telling the residents that the litigation was \u201cthrown out,\u201d records show. <\/p>\n \u201cThis matter has been litigated in Broward County civil court … where additional false testimony was uttered by him,\u201d a Sunrise detective wrote, according to an arrest report<\/a>. <\/p>\n Broward County prosecutors filed the case against Curtis on Jan. 27, 2025, with the help of the Sunrise Police Department. Curtis faced two charges for the alleged offenses in 2020: First-degree grand theft and perjury during an official proceeding. He was arrested on Feb. 2, 2025, and he posted bond on Feb. 6, 2025. <\/p>\n Court records show the Florida Department of Business and Professional Regulation investigated Curtis on Dec. 9 for allegedly stealing $87,500 when he paid $1,750 to cash a check on Dec. 17, 2020, in Lake Worth. <\/p>\n In a case Broward prosecutors filed on Dec. 10 with the help of Broward Sheriff\u2019s Office deputies, Curtis faced a charge of first-degree grand theft. He was arrested on Dec. 14, and he posted a $10,000 bond on Dec. 16<\/a>. <\/p>\n In a case filed on Feb. 14 with the help of the Pembroke Pines Police, Curtis faced three charges for alleged offenses in 2021: First-degree grand theft, and two counts of criminal use of personal identification information. <\/p>\n A Broward County judge issued an arrest warrant on Jan. 14, and Curtis surrendered on Jan. 17 at the Broward County Main Jail in Fort Lauderdale, and he posted a $22,500 bond shortly after, records show. <\/p>\n Broward County Circuit Judge Tim Bailey was presiding over the three cases. <\/p>\n OTHER POTENTIAL CASES<\/p>\n Pembroke Pines detectives reported that they were still investigating Curtis on Tuesday. <\/p>\n Aside from BDM Property Management, Curtis was also the registered agent of Private Parking Managers, Inc., and had direct ties to All Florida Rental Management, LLC, according to police. <\/p>\n![\"\"](\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/01\/66STEBA73REVVKV2AW6DYXOKQY.jpg\")
