{"id":14071,"date":"2025-10-21T15:39:12","date_gmt":"2025-10-21T15:39:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/14071\/"},"modified":"2025-10-21T15:39:12","modified_gmt":"2025-10-21T15:39:12","slug":"florida-hispanics-on-the-legalization-of-open-carry-it-feels-like-the-wild-west-u-s","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/14071\/","title":{"rendered":"Florida Hispanics on the legalization of open carry: \u2018It feels like the Wild West\u2019 | U.S."},"content":{"rendered":"<p class=\"\">When Osvaldo P\u00e9rez, a retired Cuban who has lived in Miami since childhood, saw a man get out of a car with a gun in his waistband near his Miami Beach apartment, he was startled. \u201cIt felt like I was in the Wild West,\u201d says P\u00e9rez, 67. He learned from a neighbor he told about the incident that, since late last month, Florida has allowed <a href=\"https:\/\/english.elpais.com\/usa\/2024-03-07\/law-abiding-adults-can-now-carry-guns-openly-in-south-carolina-after-governor-approves-new-law.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/english.elpais.com\/usa\/2024-03-07\/law-abiding-adults-can-now-carry-guns-openly-in-south-carolina-after-governor-approves-new-law.html\">open carry of weapons in the street<\/a>. The state already permitted carrying weapons as long as they were kept inside a car or somewhere out of public view, but a court declared a 1987 ruling prohibiting open carry unconstitutional. Now, people can walk around with pistols in their waistbands or rifles and submachine guns slung on their shoulders, except in places where it is expressly prohibited, such as businesses or private properties, which decide whether or not to allow it.<\/p>\n<p class=\"\">The practice was already legal in 46 other states. But in South Florida, home to significant Latin American diasporas, carrying guns in public \u2014 except by police \u2014 is associated with crime, gangs, or paramilitary groups. This has generated particular controversy, even among those who support the right to bear arms established by the <a href=\"https:\/\/english.elpais.com\/usa\/2023-02-18\/turmoil-in-courts-on-gun-laws-in-wake-of-justices-ruling.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/english.elpais.com\/usa\/2023-02-18\/turmoil-in-courts-on-gun-laws-in-wake-of-justices-ruling.html\">Second Amendment<\/a>.<\/p>\n<p class=\"\">\u201cIt\u2019s a matter of our culture, because we haven\u2019t been exposed to owning or carrying guns. American culture is different,\u201d says Sigfrido Varela, a 55-year-old Dominican who has lived in Miami for more than two decades and works as a firearms instructor. \u201cIn Florida, we have a large population from different Latin American countries, where typically only people who have some relationship with the police or the armed forces carry guns openly. In the Dominican Republic, for example, walking around with a weapon like that would be a shock,\u201d he notes.<\/p>\n<p><img alt=\"Sigfrido Varela, instructor de uso de armas, en el Centro de Entrenamiento de Homestead, Florida, el 17 de octubre.\" decoding=\"auto\" class=\"_re lazyload a_m-h\" height=\"277\"  width=\"414\"  src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/DS7F43JUIVEZRO66XXYU7YWWZA.JPG\" loading=\"lazy\"\/>Sigfrido Varela, weapons instructor, at the Homestead Training Center in Florida, on October 17.Eva Marie UZCATEGUI<\/p>\n<p class=\"\">In Miami, in recent weeks, images on social media of people on motorcycles with rifles on their backs, or on bicycles with machine guns on their shoulders \u2014 or the news that a popular local supermarket chain would allow openly carrying weapons into its stores \u2014 have sparked intense debate.<\/p>\n<p class=\"\">Ileana \u00c1lvarez, a 62-year-old Cuban resident of <a href=\"https:\/\/english.elpais.com\/usa\/2023-09-11\/florida-where-the-climate-crisis-is-a-daily-event-we-had-no-idea-of-the-magnitude-of-what-was-going-to-happen.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/english.elpais.com\/usa\/2023-09-11\/florida-where-the-climate-crisis-is-a-daily-event-we-had-no-idea-of-the-magnitude-of-what-was-going-to-happen.html\">Fort Myers<\/a>, on the west coast of the peninsula, says it seems \u201ccrazy\u201d to her that people walk around carrying guns because \u201canyone can miss a shot.\u201d \u00c1lvarez, who has lived in South Florida for 25 years, emphasizes that in a country \u201cwhere there are deaths in schools and so much gun violence, it\u2019s even more dangerous.\u201d<\/p>\n<p class=\"\">That view is shared by Kelly Drane, research director at Giffords, an organization focused on gun violence prevention, in a study of how Hispanic Florida residents perceive gun violence, gun policies, and how their cultural context influences those perceptions, in the wake of a <a href=\"https:\/\/english.elpais.com\/usa\/2023-04-03\/desantis-signs-florida-bill-to-carry-concealed-guns-without-a-permit.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/english.elpais.com\/usa\/2023-04-03\/desantis-signs-florida-bill-to-carry-concealed-guns-without-a-permit.html\">law the state passed in 2023<\/a> that allows concealed carry without a permit.<\/p>\n<p class=\"\">The research, published last year, found that gun violence is a \u201csubstantial\u201d concern among Hispanics in the region, particularly regarding family and child safety. Participants in the sample, which included people from Venezuela, Cuba, Colombia, and other diasporas, overwhelmingly opposed the permit-free concealed carry law, with some noting that in Florida, where \u201cit\u2019s common to pull out a gun during an altercation,\u201d more people carrying guns leads to more intimidation and, in turn, more violence.<\/p>\n<p><img alt=\"En septiembre de 2025 se anul\u00f3 la prohibici\u00f3n de portaci\u00f3n abierta de armas de Florida.\" decoding=\"auto\" class=\"_re lazyload a_m-h\" height=\"277\"  width=\"414\"  src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/WRN7QZGBENH67LG4TTSKGLTLCA.JPG\" loading=\"lazy\"\/>Florida&#8217;s open carry ban was repealed in September 2025.Eva Marie UZCATEGUI<\/p>\n<p class=\"\">\u201cI imagine that, for the Hispanic community in Florida, the concerns they had about carrying weapons without a permit have now been amplified by open carry,\u201d Drane said.<\/p>\n<p class=\"\">The majority of respondents indicated that there is not enough information on the topic in Spanish, which is the primary language in more than 22% of households in the state and more than 66% in Miami-Dade. Twenty-six percent of Florida residents identify as Hispanic or Latino, according to official figures.<\/p>\n<p class=\"\">The issue is controversial even among those who favor open carry. Michael Ferrer, 30, born in Miami to Hispanic parents, says he\u2019s had a gun license since he was 21 and is \u201ccompletely against\u201d the open carry law.<\/p>\n<p class=\"\">\u201cI don\u2019t like that people can walk around with <a href=\"https:\/\/english.elpais.com\/usa\/2024-09-02\/houston-tucson-and-phoenix-are-the-us-cities-that-are-flooding-mexico-with-the-most-weapons.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/english.elpais.com\/usa\/2024-09-02\/houston-tucson-and-phoenix-are-the-us-cities-that-are-flooding-mexico-with-the-most-weapons.html\">AR-15 rifles<\/a> slung over their bodies, displaying their weapons at their hips. There are a lot of mass shootings, a lot of unbalanced people. Miami is a very big city where a lot of things happen, and there can be road rage. The Miami office of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) also did not respond.<\/p>\n<p class=\"\">Others believe it\u2019s a matter of getting used to it. Varela, the firearms instructor, says there are other states with a large Latino population, such as Texas, where open carry is permitted, that have adapted. \u201cIt\u2019s something we have to learn. In this country, that\u2019s how it is, and it\u2019s not up to us to come from outside to change it.\u201d<\/p>\n<p class=\"\">In his 16 years in the business, he says he\u2019s taught gun-handling classes to more than 5,000 people, mostly South Florida residents, including some immigrants who haven\u2019t been in the country long. He also says it\u2019s \u201cnot advisable\u201d to walk around with a visible gun because \u201cin a situation where you fear for your life, you lose the element of surprise,\u201d and that if someone is going to commit a crime, they won\u2019t have their gun exposed. \u201cIt doesn\u2019t make sense.\u201d<\/p>\n<p><img alt=\"Sigfrido Varela en Homestead, Florida.\" decoding=\"auto\" class=\"_re lazyload a_m-h\" height=\"277\"  width=\"414\"  src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/QV7P3XRCLRAITM3E7YBVNDM2FI.JPG\" loading=\"lazy\"\/>Sigfrido Varela in Homestead, Florida.Eva Marie UZCATEGUI<\/p>\n<p class=\"\">Peter Dominguez, owner of a gun store in southwest Miami, says he hasn\u2019t seen anyone carrying a gun on the street, and that people posting on social media are just trying to get attention. \u201cThere are many people from countries where they\u2019ve seen cases of violence and they associate guns with violence, but in this country, it\u2019s normal in many states.
