{"id":142971,"date":"2026-02-04T05:19:14","date_gmt":"2026-02-04T05:19:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/142971\/"},"modified":"2026-02-04T05:19:14","modified_gmt":"2026-02-04T05:19:14","slug":"former-kids-hope-alliance-ceo-seeks-ethics-waiver-from-city-of-jacksonville-action-news-jax","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/142971\/","title":{"rendered":"Former Kids Hope Alliance CEO seeks ethics waiver from City of Jacksonville \u2013 Action News Jax"},"content":{"rendered":"<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">JACKSONVILLE, Fla. \u2014 Action News Jax has learned the former CEO of Kids Hope Alliance, who was fired from her position, is now seeking an ethics waiver from the City of Jacksonville.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">City records show former Kids Hope Alliance CEO Dr. Saralyn Grass submitted a written request on Monday to the city\u2019s Ethics Office asking for clarification and relief from Jacksonville\u2019s post-employment ethics rules.<\/p>\n<p><a href=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" target=\"_blank\">&gt;&gt;&gt; STREAM ACTION NEWS JAX LIVE &lt;&lt;&lt;<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The request centers on <a href=\"https:\/\/www.jacksonville.gov\/departments\/ethics-office\/docs\/ethics-code-chapter-602-2012-revisions.aspx\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.jacksonville.gov\/departments\/ethics-office\/docs\/ethics-code-chapter-602-2012-revisions.aspx\">Section 602.412<\/a> of the Jacksonville Ordinance Code, which restricts former city employees from working with organizations that held city contracts during their tenure, under certain conditions, for up to two years after leaving city service.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Grass wrote that she is not seeking approval to work for any specific city contractor but is asking for guidance on her ability to pursue future professional opportunities following what she described as her \u201cinvoluntary separation\u201d from city employment.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">In her letter, Grass said that while she served in senior leadership roles &#8212; including as CEO of Kids Hope Alliance &#8212; she did not have unilateral decision-making authority over contracts, payments, or procurement decisions. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">RELATED: <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-board-removes-ceo-her-position\/D2ENPXRJ4JHNHBIGTRLUX7PHBA\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-board-removes-ceo-her-position\/D2ENPXRJ4JHNHBIGTRLUX7PHBA\/\">Board for City of Jacksonville\u2019s Kids Hope Alliance fires CEO<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">She stated that contract approvals involved multiple layers of oversight, including the Kids Hope Alliance board, the Office of General Counsel, the City\u2019s Procurement Division, and the Finance Department.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Grass also disclosed that she is currently working with several nonprofit organizations and private companies. City policy requires all employees, especially those in leadership positions, to file secondary employment disclosure forms when they take on outside work. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\"><a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceo-removes-name-consulting-website-after-action-news-jax-investigation\/KCEXSLVVEFHRVNCQMXEAWXYBHQ\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceo-removes-name-consulting-website-after-action-news-jax-investigation\/KCEXSLVVEFHRVNCQMXEAWXYBHQ\/\">Grass contended<\/a> her role with the company was minimal. She was eventually fired by the board citing a lack of transparency.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">We also told you that KHA allocated over $12.2 million to the Boys &amp; Girls Clubs for the 2025-2026 fiscal year, raising questions because Jacksonville City Council President Kevin Carrico is an executive with the nonprofit.
