The event marks Welch\u2019s first major public campaign move since officially filing to seek a second term on Feb. 2.<\/p>\n<p style=\"text-align: justify;\">Welch, elected in 2021 as the city\u2019s <a href=\"https:\/\/floridapolitics.com\/archives\/484143-ken-welch-makes-history-as-first-black-mayor-of-st-petersburg\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">first Black Mayor<\/a>, enters the <a href=\"https:\/\/floridapolitics.com\/archives\/777367-ken-welch-officially-enters-st-petersburg-mayoral-race-seeking-second-term\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">2026 contest<\/a> emphasizing his record on affordable housing, infrastructure investment, public safety and hurricane recovery. His campaign argues that steady leadership has positioned the city to move forward.<\/p>\n<p style=\"text-align: justify;\">But the kickoff also comes amid sustained political headwinds. Welch\u2019s campaign kickoff material reveals he has moved on from the <a href=\"https:\/\/dos.elections.myflorida.com\/committees\/ComDetail.asp?account=88923\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Pelican Political Action Committee<\/a> after the committee\u2019s former registered agent, <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/yolanda-brown\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Yolanda Brown<\/a>, allegedly <a href=\"https:\/\/floridapolitics.com\/archives\/773536-stealing-allegedly-200k-plus-from-ken-welchs-pc-isnt-the-only-time-yolanda-brown-has-found-herself-in-trouble\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">stole $207,500 in campaign funds<\/a>. The committee terminated its relationship with the agent and said it is working with law enforcement to determine next steps.\u00a0<\/p>\n<p style=\"text-align: justify;\">Welch has not been accused of wrongdoing, and under Florida law candidates are prohibited from coordinating directly with independent political committees. Still, the loss of funds left the committee with limited cash on hand. The new <a href=\"https:\/\/dos.elections.myflorida.com\/committees\/ComDetail.asp?account=89771\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">St. Petersburg Progress PAC<\/a> is the third such committee erected to support Welch, even though he is just launching his second mayoral campaign.<\/p>\n<p><a href=\"https:\/\/www.cavalrystrategies.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/35430585-724C-4774-BF52-F6A1E4F0D36C.png\" alt=\"\" width=\"728\" height=\"90\" class=\"alignnone size-full wp-image-306946\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">It\u2019s worth noting that even the new PC is already experiencing a minor hiccup, since a link to make donations from its webpage <a href=\"https:\/\/stpeteprogresspac.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">is currently broken<\/a> \u2014 and it\u2019s unclear whether anyone (else) has noticed.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are in the process of transitioning to a new PAC to ensure there are absolutely no distractions from the important work ahead,\u201d PC Chair <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/adrienne-bogen\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Adrienne Bogen<\/a> said. \u201cThis move is about transparency, accountability, and maintaining the highest ethical standards. The Mayor remains fully focused on delivering results for the people of St. Petersburg, and this adjustment allows the campaign to continue moving forward with clarity and integrity.\u201d<\/p>\n<p style=\"text-align: justify;\">Welch is also navigating political headwinds with regard to the future of the <a href=\"https:\/\/floridapolitics.com\/archives\/777730-nine-proposals-submitted-for-historic-gas-plant-redevelopment-as-st-pete-weighs-future-of-tropicana-field-site\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Historic Gas Plant District<\/a>, a redevelopment effort deeply tied to <a href=\"https:\/\/floridapolitics.com\/archives\/768296-the-gas-plant-is-in-his-fingernails-supporters-rally-behind-ken-welch-as-re-election-bid-looms\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Welch\u2019s personal history<\/a> and governing philosophy. The District \u2014 once a thriving Black neighborhood displaced decades ago to make way for Tropicana Field \u2014 has become a defining issue in the mayoral race after a redevelopment agreement involving the Tampa Bay Rays unraveled last year.\u00a0<\/p>\n<p style=\"text-align: justify;\">That fallout has fueled growing tension between the Mayor\u2019s Office and City Council. Earlier this month, Council members voted 6 to 2 in favor of a resolution sponsored by Council member <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/brandi-gabbard\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Brandi Gabbard<\/a> urging Welch to <a href=\"https:\/\/floridapolitics.com\/archives\/778283-st-pete-council-backs-brandi-gabbard-push-for-ken-welch-to-pause-gas-plant-district-redevelopment-talks\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pause negotiations<\/a> and engage a third-party planning process before advancing redevelopment talks.<\/p>\n<p style=\"text-align: justify;\">Gabbard, who has announced her intention to run for Mayor against Welch, framed the vote as a call for greater deliberation and transparency. In addition to Welch and Gabbard, perennial candidates\u00a0<a href=\"https:\/\/floridapolitics.com\/archives\/tag\/paul-congemi\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Paul Congemi<\/a> and <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/maria-scruggs\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Maria Scruggs<\/a> have filed to run. Former Gov. <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/charlie-crist\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Charlie Crist<\/a> has publicly acknowledged he is weighing a bid, and a political committee expected to support his potential campaign has already reported <a href=\"https:\/\/floridapolitics.com\/archives\/772405-political-committee-linked-to-charlie-crist-hauls-record-725k-in-just-7-weeks\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">strong early fundraising<\/a>. Shore Acres Neighborhood Association President <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/kevin-batdorf\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kevin Batdorf<\/a> also threw his name into the fold this week, positioning himself as an alternative local voice not already tied to City Hall.<\/p>\n<p style=\"text-align: justify;\">The Feb. 18 kickoff will serve as an early test of Welch\u2019s ability to stabilize his political footing and reassure donors and supporters heading into the Summer, with the campaign asking supporters to contribute between $25 and $1,000 to attend.
