{"id":154595,"date":"2026-02-13T17:47:20","date_gmt":"2026-02-13T17:47:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/154595\/"},"modified":"2026-02-13T17:47:20","modified_gmt":"2026-02-13T17:47:20","slug":"commissioners-bash-land-costs-as-miami-dade-incinerator-search-faces-possible-reset","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/154595\/","title":{"rendered":"Commissioners bash land costs as Miami-Dade incinerator search faces possible reset"},"content":{"rendered":"<p style=\"text-align: justify;\">Miami-Dade\u2019s long-delayed plan to build a replacement waste-to-energy facility hit another obstacle this week, as County Commissioners balked at land costs tied to private development proposals and floated restarting the site search entirely.<\/p>\n<p style=\"text-align: justify;\">Two companies competing for the project, Florida Power &amp; Light (FPL) and <a href=\"https:\/\/www.fcc.es\/en\/-\/fcc-logra-en-orange-county-florida-el-primer-contrato-de-recogida-de-basuras-de-una-empresa-espa-ntilde-ola-en-ee-uu-\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Spain-headquartered<\/a> FCC Environmental Services, recently agreed to submit a joint proposal for the incinerator, which would replace the one permanently shut down after a <a href=\"https:\/\/www.nbcmiami.com\/news\/local\/exclusive-new-photos-show-aftermath-of-massive-fire-at-doral-waste-to-energy-plant\/3066764\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">catastrophic fire<\/a> in 2023.<\/p>\n<p style=\"text-align: justify;\">They also narrowed their site recommendations to two locations near limestone rock quarries \u2014 one spanning 65 acres near the Broward County line, the other a 78-acre parcel a mile or so from Hialeah \u2014 that FPL or FCC, respectively, would buy.<\/p>\n<p style=\"text-align: justify;\">Both locales would avoid the residential proximity concerns that made previous options unappealing. But the costs associated with the two proposals drew rebukes from the dais, with Chair Anthony Rodriguez calling them \u201cdisrespectful\u201d to Miami-Dade taxpayers.<\/p>\n<p style=\"text-align: justify;\">FPL and FCC representatives told Commissioners that the land would cost the county about $1 million per acre, plus an annual royalty payment of roughly $3 million that would continue in perpetuity.<\/p>\n<p style=\"text-align: justify;\">Several Commissioners slammed the proposed royalty structure Thursday. Danielle Cohen Higgins questioned the logic of purchasing private land when the county already owns potential sites, while Roberto Gonzalez called the request \u201ccompletely unacceptable.\u201d<\/p>\n<p style=\"text-align: justify;\">Rodriguez, distilling widespread frustration with a protracted process now at an undesirable crossroads, recommended \u201cgoing back to the drawing board\u201d and reconsidering county-owned land for the facility.<\/p>\n<p style=\"text-align: justify;\">Doing so could revive controversial debates over earlier locations, including the original Doral property, Medley, Sweetwater or the former Opa-locka West Airport site, which Commissioners <a href=\"https:\/\/floridapolitics.com\/archives\/748515-doral-off-the-hook-for-county-trash-incinerator-site-but-could-still-be-responsible-for-costs\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">abandoned last July<\/a> amid fierce opposition from neighboring communities over concerns about pollution near residential areas.<\/p>\n<p style=\"text-align: justify;\">Commissioners are expected to consider an item authorizing Miami-Dade Mayor Daniella Levine Cava to negotiate a preliminary agreement with FPL and FCC next week. If approved, developers would finalize a site selection and detailed proposal before a final Commission vote later this year.<\/p>\n<p style=\"text-align: justify;\">Construction would tentatively begin in 2029, with the facility expected to become operational within five years.<\/p>\n<p style=\"text-align: justify;\">State lawmakers may also influence the outcome. Twin bills (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1196\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">SB 1196<\/a>, <a href=\"https:\/\/flhouse.gov\/Sections\/bills\/billsdetail.aspx?billid=83768\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 1089<\/a>) by Broward Democratic Sen. Barbara Sharief and Weston Democratic Rep.
