(WCTV\/Gray Florida Capital Bureau) &#8211; A House committee unanimously approved extending Florida\u2019s Emergency Preparedness and Response Fund with new restrictions on how the governor\u2019s office can use the money.<\/p>\n<p class=\"text | article-text\">The <a href=\"https:\/\/www.flhouse.gov\/Sections\/Documents\/loaddoc.aspx?PublicationType=Committees&amp;CommitteeId=3284&amp;Session=2026&amp;DocumentType=Proposed%20Committee%20Bills%20(PCBs)&amp;FileName=PCB%20TED%2026-02.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flhouse.gov\/Sections\/Documents\/loaddoc.aspx?PublicationType=Committees&amp;CommitteeId=3284&amp;Session=2026&amp;DocumentType=Proposed%20Committee%20Bills%20(PCBs)&amp;FileName=PCB%20TED%2026-02.pdf\">bill would limit<\/a> the fund\u2019s use to natural emergencies and prevent its use for immigration enforcement, which has been controversial since Gov. Ron DeSantis began using the account for that purpose under a 2023 emergency order.<\/p>\n<p class=\"text | article-text\">\u201cWe\u2019re here to support him. We\u2019re just putting guardrails in place to ensure accountability and transparency,\u201d said Rep. Griff Griffitts, R-Panama City. \u201cThat\u2019s what we\u2019re asking our people to do at the local level; we ought to do it at the state level.\u201d<\/p>\n<p class=\"text | article-text\">Lawmakers created the trust fund in 2022 to set aside money for the state to use in preparing for and responding to disasters that weren\u2019t already budgeted for. The account expires on Tuesday.<\/p>\n<p class=\"text | article-text\">The fund has been controversial because the money has been used on the state\u2019s immigration enforcement effort under an emergency order issued in 2023. That order has been extended nearly 20 times since.<\/p>\n<p class=\"text | article-text\">The bill approved Monday would prevent that use. The House wants to limit the fund\u2019s use to only natural emergencies, specify what the money can\u2019t be used on, put federal reimbursements in the general fund and add more reporting requirements.<\/p>\n<p class=\"text | article-text\">\u201cWe did a special session last year on immigration to appropriate $300 million,\u201d Griffitts said. \u201cIf we have another issue with immigration, which we know is an ongoing issue, the governor can call us back for a special session.\u201d<\/p>\n<p class=\"text | article-text\">The Senate approved <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/7040\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/7040\">extending the fund<\/a> through the end of next year last week without any changes.<\/p>\n<p class=\"text | article-text\">Senate appropriations chair Ed Hooper told senators they\u2019re gambling with the Republican infighting.<\/p>\n<p class=\"text | article-text\">\u201cAre you willing to take that risk? That the other chamber is mad at us, that the governor is mad at somebody, and doesn\u2019t want to deal with that amendment? I am not,\u201d Hooper said.<\/p>\n<p class=\"text | article-text\">\u201cWe will be coming up on hurricane season, June 1, we probably ought to be prepared for that,\u201d Griffitts said.<\/p>\n<p class=\"text | text-center article-text\">Florida politics:<\/p>\n<p class=\"text | article-text\">\u201cI think the most urgent issue is we get this right,\u201d said Rep. Fentrice Driskell, D-Minority Leader. \u201cThe fact that we\u2019re here now four years later, putting guardrails in, lets you know we got it wrong.\u201d<\/p>\n<p class=\"text | article-text\">DeSantis is pushing back against the new proposals. His <a href=\"https:\/\/x.com\/AlexLanfran\/status\/2023178293005173147\" target=\"_blank\" rel=\"noreferrer nofollow\" title=\"https:\/\/x.com\/AlexLanfran\/status\/2023178293005173147\">communications director posted on social media<\/a> over the weekend that \u201cFlorida House \u2018Republicans\u2019 are trying to defund Alligator Alcatraz and other detainment centers across the state. Floridians did not vote for this.\u201d<\/p>\n<p class=\"text | article-text\">The House is also proposing to cut the fund from $500 million to $100 million.<\/p>\n<p class=\"text | article-text\">The legislature has put more than $4.7 billion into the fund since it was created. However, it spent more than $6 billion from the fund. The state has been putting federal reimbursements back into the fund, mostly from natural disasters. The state hasn\u2019t received federal reimbursement for immigration enforcement.<\/p>\n<p class=\"text | article-text\">The big question is what will happen in the Senate. The Senate just extended the current fund, with leaders saying they don\u2019t have time to talk about the guardrails.
