{"id":160316,"date":"2026-02-18T21:06:16","date_gmt":"2026-02-18T21:06:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/160316\/"},"modified":"2026-02-18T21:06:16","modified_gmt":"2026-02-18T21:06:16","slug":"jacksonville-bold-for-2-18-26-guana-gift","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/160316\/","title":{"rendered":"Jacksonville Bold for 2.18.26: Guana gift"},"content":{"rendered":"<p style=\"text-align: justify;\">Floridians are closer to getting a heads-up anytime protected lands are potentially being unloaded by the state, after the House passed a bill that would extend notice requirements.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/441\/?Tab=Analyses\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">CS\/HB 441<\/a> stipulates that at least 30 days before the Acquisition and Restoration Council or the Board of Trustees of the Internal Improvement Trust Fund formally considers the proposed sale of state-owned conservation lands, the Division of State Lands would have to publicize the sale attempt, including an explanation of why these lands are no longer needed for conservation purposes.<\/p>\n<p style=\"text-align: justify;\">Rep. Kim Kendall, a St. Augustine Republican, described the attempt to take prize land from<a href=\"https:\/\/myfwc.com\/recreation\/lead\/guana-river\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\"> the <\/a><a href=\"https:\/\/myfwc.com\/recreation\/lead\/guana-river\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Guana River Wildlife Management Area<\/a> last year and swap it out for less desirable land, which created an outcry that stopped the effort but showed holes in the Florida Statute that this bill fills.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2026\/02\/KENDALL-TANT-GREEN.jpg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-780840 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/02\/KENDALL-TANT-GREEN-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Kim Kendall and Allison Tant back 30-day notice bill on state conservation land sales.<\/p>\n<p style=\"text-align: justify;\">\u201cWhether it\u2019s a bad land swap or a good one, we want to see two simple things, and that\u2019s what this bill covers. One, more notice. Instead of seven days, we want 30 days. And instead of no transparency or very little, we want to see things published. The parcels, what\u2019s the appraisal of each? What percentage is going to be kept in conservation? And finally, the why statement. Why is it a benefit for us in the state to do this land swap?\u201d<\/p>\n<p style=\"text-align: justify;\">The proposal would have swapped 600 acres of conservation land in exchange for 3,000 acres of land in St. Johns, Lafayette, Osceola and Volusia counties. A <a href=\"https:\/\/floridadep.gov\/sites\/default\/files\/2025-05\/Item04_Guana_River_WMA_Exchange_0.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">measure<\/a> about the proposal was placed on the state Acquisition and Restoration Council\u2019s (ARC) Wednesday <a href=\"http:\/\/floridadep.gov\/lands\/environmental-services\/content\/may-21-2025-acquisition-and-restoration-council-meeting\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">agenda<\/a> with less than a week\u2019s notice.<\/p>\n<p style=\"text-align: justify;\">Rep. Allison Tant said it was an \u201chonor and a gift\u201d to be able to work with Kendall on this issue.<\/p>\n<p style=\"text-align: justify;\">\u201cWhat this bill does is make sure that Floridians have adequate time to be able to know about the issues that are threatening the lands in their communities, and then actual time to work on it. That was the issue here: this came up within three days, and we didn\u2019t know, and if it had not been for Rep. Kendall, making others aware of it, it may well have slipped through the net,\u201d the Tallahassee Democrat said.<\/p>\n<p style=\"text-align: justify;\">Three-point play<\/p>\n<p style=\"text-align: justify;\">Two Jacksonville Republicans have successfully carried three local bills to passage in the Florida House.<\/p>\n<p style=\"text-align: justify;\">House Speaker Pro Tempore Wyman Duggan drove home two measures impacting Duval County, while Rep. Dean Black delivered one for Nassau.<\/p>\n<p style=\"text-align: justify;\">One Duggan bill (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/4045\/?Tab=BillText\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 4045<\/a>) would amend the local charter and charge the <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/4049\/?Tab=BillText\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Jacksonville Aviation Authority<\/a> (JAA) with ensuring that Cecil Airport develops and expands as a spaceport. Another bill (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/4049\/?Tab=BillText\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 4049<\/a>) would provide the <a href=\"https:\/\/floridapolitics.com\/archives\/771175-wyman-duggan-files-bill-to-give-duval-school-board-more-legal-autonomy\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Duval County School Board<\/a> with internal counsel.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2026\/02\/BLACK-DUGGAN-BLUE.jpg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-779487 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/02\/BLACK-DUGGAN-BLUE-640x359.jpg\" alt=\"\" width=\"640\" height=\"359\"  \/><\/a>Wyman Duggan and Dean Black carry three local bills to House passage.<\/p>\n<p style=\"text-align: justify;\">HB 4045\u2019s plan to \u201caccelerate job creation\u201d is to set up an Economic Development Committee to work toward bringing direct route international flights to the Jacksonville International Airport and to use JAA to drive more aerospace business to Cecil Field, with the Committee reporting annually to that end.<\/p>\n<p style=\"text-align: justify;\">It passed without a single objection.<\/p>\n<p style=\"text-align: justify;\">HB 4049 demonstrated the art of compromise, with Jacksonville officials ultimately agreeing that the School Board lawyer would remain subject to the General Counsel\u2019s binding opinion, after City Council members balked at granting the Board too much autonomy. The bill passed 108-5.<\/p>\n<p style=\"text-align: justify;\">Black\u2019s legislation (<a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=82980\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 4017<\/a>) was also passed unanimously. It would terminate Nassau County Recreation &amp; Water Conservation &amp; Control Districts on the books since the 1960s, when the Legislature created them by a special act.<\/p>\n<p style=\"text-align: justify;\">There is one such district in ordinance.<\/p>\n<p style=\"text-align: justify;\">Although the Board hasn\u2019t done anything in 23 years, removing it from the books would purportedly reduce administrative costs.<\/p>\n<p style=\"text-align: justify;\">Big endorsement<\/p>\n<p style=\"text-align: justify;\">Gubernatorial candidate Paul Renner is getting support for his run from his local <a href=\"https:\/\/sao7.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">State Attorney<\/a>.<\/p>\n<p style=\"text-align: justify;\">Renner, a former House Speaker and lawyer from Palm Coast, is announcing an endorsement from fellow Republican R.J. Larizza of the <a href=\"https:\/\/circuit7.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">7th Judicial Circuit<\/a>.<\/p>\n<p style=\"text-align: justify;\">\u201cI am deeply honored to receive the endorsement of State Attorney R.J. Larizza. For years, R.J. has worked tirelessly to protect the people of Flagler, Putnam, St. Johns, and Volusia counties, standing shoulder to shoulder with law enforcement and fighting for victims of crime. Kim Daniels\u2019 measure (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/485\/?Tab=Analyses\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 485<\/a>) is getting the green light from the House Justice Subcommittee.<\/p>\n<p style=\"text-align: justify;\">The Jacksonville Democrat\u2019s bill, which advanced on a 14-0 vote, would add a new checkbox to the domestic violence injunction petition form, allowing the accuser to say they are a victim of \u201cmarriage fraud\u201d by a non-citizen abuser.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2026\/02\/KIM-DANIELS-copy.jpg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-779702 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/02\/KIM-DANIELS-copy-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Kim Daniels advances HB 485 linking domestic abuse claims and immigration enforcement.<\/p>\n<p style=\"text-align: justify;\">The petitioner would have space to explain their claim, and the Clerk of the Court would be compelled to report the allegation of non-citizenship to the Board of Immigration Enforcement within 24 hours of the form being filed. The Board would then have 30 days to contact the petitioner.<\/p>\n<p style=\"text-align: justify;\">The proposed legislation follows up on Attorney General <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2025\/07\/22\/florida-ag-ice-hotline-deportation\/85325168007\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">James Uthmeier\u2019s<\/a> urging people who are being abused at home by illegal immigrants to report them to U.S. Immigration and Customs Enforcement, a move that received national publicity.<\/p>\n<p style=\"text-align: justify;\">Monument mania<\/p>\n<p style=\"text-align: justify;\">A bill to protect historic monuments and memorials in Florida from removal received approval from the <a href=\"https:\/\/www.flhouse.gov\/Sections\/Committees\/committeesdetail.aspx?CommitteeId=3298\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">House Judiciary Committee<\/a> on Tuesday.<\/p>\n<p style=\"text-align: justify;\">The \u201cHistoric Florida Monuments and Memorials Protection Act\u201d (<a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=83047&amp;\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 455<\/a>) drew sharp debate by Committee members as many claimed the measure was designed to protect monuments that intimidate minorities in Florida.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2024\/01\/confederate-monument-jacksonville.jpg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-650827 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/02\/confederate-monument-jacksonville-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Historic monument stands amid debate over HB 455 protections.<\/p>\n<p style=\"text-align: justify;\">The bill\u2019s sponsor, Rep. <a href=\"https:\/\/www.flhouse.gov\/Sections\/Representatives\/custom\/details.aspx?MemberId=4865&amp;LegislativeTermId=91\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Dean Black<\/a>, a Jacksonville Republican, said his intent is the opposite.<\/p>\n<p style=\"text-align: justify;\">\u201cIf we don\u2019t protect everyone\u2019s history, then no one\u2019s history is safe,\u201d Black said.<\/p>\n<p style=\"text-align: justify;\">The measure would put military monuments or memorials in place for at least 25 years under the protection of the Florida Department of State, <a href=\"https:\/\/floridapolitics.com\/archives\/766227-dean-black-refiles-bill-that-would-protect-confederate-monuments\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">to protect<\/a> \u201caccurate and factual history.\u201d<\/p>\n<p style=\"text-align: justify;\">The bill states, \u201cIt is the intent of the Legislature to declare void all ordinances, regulations, and executive actions regarding the removal, damage, or destruction of historic Florida monuments or memorials which have been enacted by any local government.\u201d<\/p>\n<p style=\"text-align: justify;\">The measure is similar to previous bills that did not receive final approval from the Legislature.<\/p>\n<p style=\"text-align: justify;\">But the measure drew criticism from some Committee members who felt it was glorifying soldiers and supporters of the Civil War on behalf of the Confederacy.<\/p>\n<p style=\"text-align: justify;\">\u201cConfederate monuments honor people who led an insurrection against America,\u201d said Committee member <a href=\"https:\/\/www.flhouse.gov\/Sections\/Representatives\/details.aspx?MemberId=4269\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Bruce Antone<\/a>, an Orlando Democrat. \u201cIt bothers me that we honor these people.\u201d<\/p>\n<p style=\"text-align: justify;\">Black argued the dispute over Confederate monuments is settled.<\/p>\n<p style=\"text-align: justify;\">\u201cThat storm has already blown over,\u201d he said, noting he\u2019s concerned more about monuments to historical figures such as Christopher Columbus and Andrew Jackson, among others.<\/p>\n<p style=\"text-align: justify;\">Know your rights<\/p>\n<p style=\"text-align: justify;\">A parental rights bill is ready for a full House vote after it advanced in a Committee Tuesday, drawing a fierce debate on both sides. One of the most controversial measures in <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/173\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 173<\/a> would prevent minors from getting treated for sexually transmitted infections (STIs) unless they received their parents\u2019 permission first.<\/p>\n<p style=\"text-align: justify;\">The House Education &amp; Employment Committee advanced <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/173\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 173<\/a> filed by Rep. <a href=\"https:\/\/www.flhouse.gov\/Sections\/Representatives\/custom\/details.aspx?MemberId=4905&amp;LegislativeTermId=91\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Kendall<\/a>, a St. Augustine Republican, at the bill\u2019s final Committee stop.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2024\/06\/immagrant-health-care-scaled.jpeg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-681052 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/02\/immagrant-health-care-640x427.jpeg\" alt=\"\" width=\"640\" height=\"427\"  \/><\/a>Debate intensifies as HB 173 heads to full House vote.<\/p>\n<p style=\"text-align: justify;\">\u201cThis bill ensures that parents have the ability to make medical decisions for their minor children,\u201d said Kendall, who has repeatedly tried to claim her bill is non-partisan.<\/p>\n<p style=\"text-align: justify;\">Kendall previously filed the legislation in 2025; it advanced through the House but died in the Senate.<\/p>\n<p style=\"text-align: justify;\">A similar outcome could happen again in the 2026 Legislature. Sam Greco\u2019s legislation (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1295\/?Tab=Analyses\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">HB 1295<\/a>) would add new layers of accountability to an industry on which some of the most vulnerable adults in the state rely.<\/p>\n<p style=\"text-align: justify;\">The proposal, which the Health Care Budget Subcommittee advanced, includes several key changes.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/12\/Greco-copy.jpg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-767912 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/12\/Greco-copy-640x359.jpg\" alt=\"\" width=\"640\" height=\"359\"  \/><\/a>Sam Greco advances HB 1295 tightening oversight of memory care facilities.<\/p>\n<p style=\"text-align: justify;\">It would create a Memory Care Services specialty license for assisted living facilities (ALFs) serving this population, enabling the Agency for Health Care Administration (AHCA) to verify that these ALFs are as advertised. If the facility cannot obtain the license, it would not be permitted to admit any new memory care patients. That\u2019s down by 8.5% from January 2025, when there were 1,219 single-family units sold, and a 38.8% drop from December\u2019s 1,823 closed sales.<\/p>\n<p style=\"text-align: justify;\">The median sales price also fell to $369,990. The median sales price in Jacksonville settled at $313,950 in January, a 0.3% annual decline and a 6.3% drop from December.<\/p>\n<p style=\"text-align: justify;\">St. Johns County saw even bigger declines in homes sold, with 268 closed sales last month, down 9.8% annually and a staggering 45.6% drop from December. The median sales price was $546,500, a 3% annual increase and a 0.6% drop from the previous month.<\/p>\n<p style=\"text-align: justify;\">Nassau County\u2019s data last month was bleak. There were only 49 homes sold in January, down 29% from a year ago and a sharp 55.5% fall from December. The median sales price was $435,000 in January, down 7.4% from January 2025 and a 4.4% decline from the previous month.<\/p>\n<p style=\"text-align: justify;\">Clay County saw positive trends in median sales price, which came in at $368,000 in January, a 4.8% increase from a year ago and a 3.4% jump from December. Free bus transportation to and from the start and finish will be provided.<\/p>\n<p style=\"text-align: justify;\">As usual, adaptive athletes and streakers (those who have run all 48 previous Gate River Runs) will start at 7:50 a.m., with the top 25 seeded women starting five minutes later. The first waves will begin the 9.3-mile run at 8 a.m.<\/p>\n<p style=\"text-align: justify;\">Because the finish line has been moved down Bay Street, runners will have longer to go after crossing the Hart Bridge.
