{"id":161562,"date":"2026-02-19T19:12:09","date_gmt":"2026-02-19T19:12:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/161562\/"},"modified":"2026-02-19T19:12:09","modified_gmt":"2026-02-19T19:12:09","slug":"miami-beach-commission-uniformly-urges-state-leaders-to-kill-sweeping-anti-dei-bill-local-news-updates-the-miami-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/161562\/","title":{"rendered":"Miami Beach Commission uniformly urges state leaders to kill sweeping anti-DEI bill | Local News &#038; Updates | The Miami Times"},"content":{"rendered":"<p>Every member of the\u00a0<a href=\"https:\/\/www.miamibeachfl.gov\/egovapp\/mayor-and-commissioners\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Miami Beach Commission<\/a>\u00a0is urging Florida lawmakers to reject legislation that would sharply curtail local diversity-related programs, warning it could dismantle routine public services and expose cities to lawsuits.<\/p>\n<p>In a letter to Gov.\u00a0Ron DeSantis\u00a0and legislative leaders, Mayor\u00a0Steven Meiner\u00a0and all six Commissioners opposed\u00a0<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1134\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">SB 1134<\/a>\u00a0and its House companion (<a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=83634&amp;SessionId=113\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">HB 1001<\/a>), describing them as amorphous measures that would undermine local governance and threaten community programs.<\/p>\n<p>The bills are sponsored by Sen.\u00a0Clay Yarborough\u00a0and Rep.\u00a0Dean Black, both Jacksonville Republicans. The legislation would prohibit counties and cities from funding or promoting diversity, equity and inclusion (DEI) initiatives, including offices, programming or training tied to demographic characteristics such as race, ethnicity, sex, gender identity or sexual orientation.<\/p>\n<p>Violations could expose local officials to misfeasance and malfeasance charges and potential removal from office. The legislation would also allow individuals to sue local governments they believe are violating the proposed law.<\/p>\n<p>Supporters, including the\u00a0<a href=\"https:\/\/valdostatoday.com\/news-2\/region\/2026\/01\/fl-young-republicans-support-effort-to-eliminate-dei-in-government\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Florida Young Republicans<\/a>\u00a0and DeSantis \u2014 who gave the legislation an emphatic \u201c<a href=\"https:\/\/floridapolitics.com\/archives\/772149-lets-go-dei\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"internal\">Let\u2019s go!<\/a>\u201d on X last month \u2014 argue the measures would stop governments from using taxpayer dollars on programs that favor certain groups, ensuring decisions are based solely on merit.<\/p>\n<p>Critics, including\u00a0<a href=\"https:\/\/www.eqfl.org\/2026-lawmakers-advancing-anti-lgbtq-bills\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Equality Florida<\/a>\u00a0and Miami Gardens Democratic Sen.\u00a0Shevrin Jones, warn that the proposals are vague, invite frivolous lawsuits and could produce unintended consequences for local governments and communities. Jones called the legislation \u201c<a href=\"https:\/\/floridapolitics.com\/archives\/777759-governor-backed-bill-squashing-local-dei-advances-in-senate\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"internal\">unnecessary<\/a>.\u201d<\/p>\n<p>Miami Beach leaders echoed those concerns in their letter, calling the definition of DEI \u201coverly broad\u201d and cautioning that it could \u201cbe construed as prohibiting the most basic and routine actions of local governments.\u201d<\/p>\n<p>They raised numerous questions illustrating the bill\u2019s potential scope: Would cities be barred from supporting cultural festivals, such as the\u00a0<a href=\"http:\/\/miamijewishfilmfestival.org\/news\/index3.html\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Miami Jewish Film Festival<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.abff.com\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">American Black Film Festival Miami<\/a>, which are ethnicity-specific and receive support from Miami Beach and the\u00a0<a href=\"https:\/\/www.miamiandbeaches.com\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Greater Miami Convention &amp; Visitors Bureau<\/a>, among others? Could they fund health initiatives targeted at women, such as free mammograms? Would cities risk penalties for translating emergency alerts into Spanish or Creole, or sponsoring heritage celebrations tied to immigrant communities?<\/p>\n<p>The City Commission warned of significant financial consequences. By requiring contractors to certify that they do not use municipal funds for DEI instruction, cities might be forced to reject otherwise qualified vendors offering the lowest bids, resulting in higher taxpayer costs.<\/p>\n<p>They also pointed to costly litigation localities could face from individuals alleging violations, which could jeopardize large-scale events and cultural programming that generate tourism revenue and economic activity.<\/p>\n<p>During\u00a0<a href=\"https:\/\/floridapolitics.com\/archives\/779012-local-dei-squash\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"internal\">Committee<\/a>\u00a0<a href=\"https:\/\/floridapolitics.com\/archives\/777759-governor-backed-bill-squashing-local-dei-advances-in-senate\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"internal\">debates<\/a>, lawmakers and advocates raised similar hypotheticals highlighting uncertainty about the legislation\u2019s reach: Could someone sue a city over a cultural festival focused on a specific ethnic group? Would recognizing certain heritage events expose cities to lawsuits?<\/p>\n<p>Black said courts would ultimately determine such questions. He did not speak to how expanding standing for such lawsuits could chill \u2014 or kill \u2014 current and future programs with net benefits to the community.<\/p>\n<p>Programs that could be put at risk include sex-specific homeless shelters such as the\u00a0<a href=\"https:\/\/lotushouse.org\/about\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Lotus House<\/a>\u00a0for women and\u00a0<a href=\"https:\/\/caringplace.org\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">Miami Rescue Mission<\/a>\u00a0for men, self-defense classes the Miami Beach Police Department offers specifically to women, and scholarships funded through organizations like the South Florida Hispanic Chamber of Commerce.<\/p>\n<p>Public health initiatives could also be affected, including the aforementioned mammograms for underinsured women, outreach to increase\u00a0<a href=\"https:\/\/www.giftoflife.org\/\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">bone marrow registry<\/a>\u00a0participation among Hispanic and Black residents, and Kosher meal programs for Jewish seniors, all of which could fall under scrutiny if they are interpreted as targeting specific demographic groups.<\/p>\n<p>SB 1134 awaits a Senate floor vote after clearing its last committee hurdle on a\u00a0<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1134\/Vote\/2026-02-17%201200PM~S01134%20Vote%20Record.PDF\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\" data-wpel-link=\"external\">19-5 vote<\/a>\u00a0Tuesday, with \u201cno\u201d votes coming exclusively from Democrats.
