NEAL<\/p>\n<p>            dneal@miamiherald.com<\/p>\n<p>A West Miami-Dade dentist changed his name around the time his Washington license was suspended indefinitely after infection control violations.<\/p>\n<p>But only part of that really bothered the Florida Department of Health about Sidney Moritz, once known as Sandy Montano.<\/p>\n<p>The department\u2019s administrative complaint, filed Jan. 16, said in addition to his license being suspended in Washington, Moritz didn\u2019t let Florida know about it within 30 days. Also, the state says while still Sandy Montano, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/search.sunbiz.org\/Inquiry\/CorporationSearch\/SearchResultDetail?inquirytype=OfficerRegisteredAgentName&amp;directionType=Initial&amp;searchNameOrder=MORITZSIDNEY+M266810&amp;aggregateId=domp-m26681-476007d0-8db8-4694-8adb-f7824fb40fae&amp;searchTerm=Moritz+Sidney&amp;listNameOrder=MORITZSIDNEY+L240001098890\">he worked for Majestic Family Dental Clinic Inc.,<\/a> and owned Majestic with his mother, Marina Montano. Dentists practicing for an ownership group that includes non-dentists is a no-no in Florida.<\/p>\n<p>Administrative complaints start the disciplinary process, which can end from exoneration to license revocation.<\/p>\n<p>Moritz is represented by Gordon Rees Scully Mansukhani associates Drew Dymowski and Capri Trigo.<\/p>\n<p>\u201cWe have no comment as it is an ongoing matter,\u201d Dymowski said in an email to the Miami Herald.<\/p>\n<p>Moritz has no previous disciplinary actions on the Florida license he acquired Dec. 28, 2016. That\u2019s not the case for the Washington license he was first issued Oct. 19, 2015, as Sandy Fletcher Montano.<\/p>\n<p>Equipment from the trash, blocked inspectors and unlicensed personnel?<\/p>\n<p>The state of Washington\u2019s Dental Quality Assurance Commission investigated Montano\u2019s office in the Spokane suburb of Deer Park after a Nov. 17, 2021, complaint accusing Montano of \u201cpatient safety and infection control violations.\u201d<\/p>\n<p>The final order on Montano\u2019s license suspension said witnesses confirmed that:<\/p>\n<p>Montano, from Nov. 8-16, 2021, \u201cretrieved used x-ray barriers, towels and suctions from the trash or assigned receptacle and placed them with unused ones.\u201dHe \u201cmixed topical gel with non-ingestible lidocaine.\u201dHe \u201cfailed to maintain clean water lines.\u201dHe \u201cfailed to always use gloves when working with patients and\/or used dirty or damaged gloves.\u201dHe \u201cused powdered charcoal and pumice with toothpaste.\u201dOne of Montano\u2019s dental assistants didn\u2019t have a license and did \u201ctasks and procedures that require an active license.\u201d<\/p>\n<p>Also, on Dec. 1, 2021, when an investigator showed up at his place, Montano \u201cdeclined to allow the inspection to proceed.\u201d<\/p>\n<p>Because of what it termed the \u201cimmediate danger\u201d Montano\u2019s violations brought, Washington suspended Montano\u2019s license on June 21, 2022, until a hearing could on the case. On July 19, 2022, Montano filed his answer and requested a hearing on the charges.<\/p>\n<p>After seven continuances, the last six of which were requested by Montano, he didn\u2019t show up for a Dec. 5, 2023, hearing and a Dec. 28, 2023, prehearing conference. That\u2019s when Washington\u2019s Department of Health motioned for and received an Order of Default against Montano.<\/p>\n<p>For the violations and drawing the default order, the commission sanctioned Montano by turning the 2022 suspension into an indefinite suspension that\u2019s dated April 9, 2024.<\/p>\n<p>What\u2019s his name?<\/p>\n<p>Montano filed for a name change in Miami-Dade Circuit Court on Nov. 14, 2023, two months after his last request for a continuance in his Washington case. He woke up on Feb. 5, 2024, as Sandy Fletcher Montano and went to bed that night after the final judgment as Sidney Solomon Moritz.<\/p>\n<p>Moritz\u2019s name changed on his Florida Department of Health license. NEAL                                                                            dneal@miamiherald.com                                                                                        <\/p>\n<p>Just east of the post office branch, at 8150 SW Eighth St., is Majestic Family Dental Clinic, which Florida state records say Montano and his mother reinstated as a company in 2001. From 2001-2011 and 2019-2024, Montano was a listed officer, usually as company president. Marina Montano was listed as secretary from 2001-2009 and 2011-2025.<\/p>\n<p>\u201cFrom March 4, 2021, through Oct. 16, 2024, [Montano] owned Majestic Dental Clinic, Inc. with Marina Montano,\u201d the Florida Department of Health complaint said. \u201cAt all times material to this complaint, Marina Montano was not a licensed dentist. As of Oct. 16, 2024, Marina Montano is the sole owner of Dental Clinic, Inc.\u201d<\/p>\n<p>The complaint says Montano violated Florida Statute Section 466.028(1)(h) by being a dentist \u201cemployed by a corporation, organization, group, or person other than a dentist or a professional corporation or limited liability company composed of dentists.\u201d<\/p>\n<p>Secretary Marina Montano is the only officer that appears on the 2025 state corporate filing.
