With so much water comes an increased risk of drowning, lawmakers and safety advocates say.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The <a href=\"https:\/\/www.floridahealth.gov\/individual-family-health\/child-infant-youth\/drowning-prevention\/swimmingvouchers\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.floridahealth.gov\/individual-family-health\/child-infant-youth\/drowning-prevention\/swimmingvouchers\/\">Florida Department of Health<\/a> lists drowning as the leading cause of unintentional death for children ages 1-4, and state lawmakers in Tallahassee are considering two bills aimed at reducing those deaths.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">One proposal would change the state\u2019s <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/85\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/85\">swim voucher program<\/a>, widening the age range eligible for free lessons. The current law applies to children ages 0 to 4; the proposed change would expand eligibility to ages 1 to 7.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The second bill focuses on <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/658\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/658\">residential and vacation-rental properties<\/a>. Sponsors want to require safety measures for bodies of water near dwellings and at short-term rental properties that have pools.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Under the proposal, any body of water not classified as a pool within 150 feet of a dwelling would trigger a requirement for exit alarms or self-closing exterior doors. Vacation-rental properties with pools would have to install at least one pool safety feature, the bill says.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The swim voucher program pays for eight lessons for qualifying families at partner facilities, including many YMCAs. To qualify, families must meet income limits tied to federal poverty guidelines.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Delonyx Cortez, vice president of operations at <a href=\"https:\/\/fcymca.org\/locations\/winston-family-ymca\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/fcymca.org\/locations\/winston-family-ymca\/\">Winston Family YMCA<\/a>, emphasized the urgency of teaching children to swim.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cDrownings can happen in a matter of seconds,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The YMCA is one of the bill\u2019s strongest advocates.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt is done at an age where they can really retain the information, the skills and really learn,\u201d Delonyx said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Aquatics Programs Director Mayumi Teensma said even her own childhood swim lessons set a foundation that led her to swim teams, lifeguarding and long-term water safety.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI learned how to swim at a YMCA in California from the earliest you can sign in, which is 6 months old,\u201d Teensma.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Teensma outlined some of the basic survival skills taught in lessons, like turning and finding the pool wall after an accidental fall-in.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cJump, push, turn, grab,\u201d she said. \u201cThat\u2019s in case they fall into the pool, they can turn around and grab the wall themselves.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She also stressed safe rescue behavior for adults.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cReach or throw, don\u2019t go,\u201d Teensma said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Parents who use local swim programs say the lessons change attitudes and build confidence.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe went from sitting on the side of the pool crying to eager to get into the pool,\u201d said Dawn Moore, who has put her daughter in swim classes since she was a year old.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Moore urged other parents to start lessons early.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cGet your child swimming as soon as possible,\u201d Moore said. \u201cStick them in there early.
