The income cap dropped from about $62,000 a year to roughly $20,000 for an individual, a shift advocates warn will leave more than 16,000 Floridians without consistent access to lifesaving HIV medication or insurance coverage.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Local advocates say roughly 500 people in Duval County could be directly affected.<\/p>\n<p>Under the state\u2019s emergency rule, Florida dramatically reduced who qualifies for ADAP assistance. It resurfaced memories he\u2019s spent decades trying to leave behind.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cShock and awe is what we woke Iraq up to when we went to war\u2026 that is exactly how I felt. As a veteran, it really was no difference. That also makes our community a little more infectious,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He described how the community is already bracing for the fallout, with patients trying to understand what losing access will mean for their medical care.<\/p>\n<p>Local advocates say roughly 500 people in Duval County could be directly affected by Florida&#8217;s HIV medication program cuts. (WJXT)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt isn\u2019t fair to a community that\u2019s been fighting for their own health and for the betterment of community health,\u201d Bell said. \u201cNow we are faced with this crisis to determine how we are going to pay for medication\u2026 and how we are going to pay for health care and insurance premiums.\u201d<\/p>\n<p>State health department responds<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.facebook.com\/WJXT4BrianaBrownlee\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.facebook.com\/WJXT4BrianaBrownlee\/\">News4JAX reporter Briana Brownlee<\/a> reached out to the Florida Department of Health, asking:<\/p>\n<p>Why the state paused ADAP enrollments and renewals?<\/p>\n<p>How many people are affected?<\/p>\n<p>Whether patients will lose access to medication?<\/p>\n<p>When the program is expected to resume normal operations?<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Here is how DOH responded:<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe department is transitioning to a third-party administrator (TPA) to streamline and modernize the delivery of ADAP services. During this transition, the department will continue to ensure that eligible clients receive the medications and treatments they need. No eligible ADAP client will go without medication.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The department also noted the changes are intended to prevent a projected $120 million shortfall.<\/p>\n<p>Advocates say the most urgent threat is the potential loss of Biktarvy, a once-a-day HIV treatment used by most ADAP patients. He believes emergency funding efforts may move forward in Tallahassee.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThere is some assistance coming\u2026 we\u2019re expecting a statewide push of emergency financial support that would come through our elected officials in Tallahassee,\u201d Bell said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He remains determined \u2014 and hopeful \u2014 that the community will get through it.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI won\u2019t feel defeated. We can do this,\u201d Bell said. \u201cWe can do it as a community.\u201d<\/p>\n<p>What you can do right now<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">While relief efforts continue to develop, Bell says there is one immediate step available for those who have already lost ADAP-supported insurance coverage.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cCMS has opened up the Affordable Care Act in the marketplace,\u201d he explained. \u201cMost of us know that, like Obamacare, they\u2019ve opened that up through the end of April.
