Hillsborough County commissioners voted March 4 to invest $24 million in transportation and safety improvements for the University of South Florida\u2019s planned Fletcher District<\/a>, a mixed-use redevelopment on the former USF golf course north of campus.<\/p>\n

The funding will support infrastructure along Fletcher Avenue, where the district will rise on land that once served as USF\u2019s campus golf course.<\/p>\n

Commission Chair Ken Hagan said the investment reflects the scale of development underway around the university.<\/p>\n

\u201cWhen you consider this project along with MOSI, the new USF stadium and other redevelopment plans, we have an incredible opportunity to completely transform this part of the county,\u201d Hagan said during the commission meeting.<\/p>\n

County funds will support roadway upgrades, new turn lanes, traffic improvements and construction of a pedestrian bridge across Fletcher Avenue. The bridge will connect the campus to the new district and improve safety for students and residents traveling between the two areas.<\/p>\n

The county investment builds on infrastructure funding already approved by the state for development surrounding USF\u2019s east campus.<\/p>\n

Florida lawmakers allocated $31 million for roadway access, mobility improvements, utilities and site development tied to growth around the university. <\/p>\n

The state also approved $8 million for the USF Health Translational Research Institute, which will anchor research activity connected to the Fletcher District.<\/p>\n

The combined public investments are expected to support what local officials describe as a new economic center around the university.<\/p>\n

USF contributes $9.8 billion annually to Florida\u2019s economy, including $6.6 billion in economic activity across the Tampa Bay region, according to figures presented to commissioners.<\/p>\n

The Fletcher District itself first received statewide approval in November when the Florida Board of Governors cleared USF\u2019s public-private partnership structure for the project, as previously reported by Tampa Bay Business and Wealth<\/a>.<\/p>\n

Fletcher District development timeline and scale<\/p>\n

The Fletcher District covers a 138-acre site north of the main campus. The first phase will develop about 27 acres, with construction expected to begin in spring 2026 and the district opening in summer 2028.<\/p>\n

Plans call for student housing with 696 beds and 150 multifamily apartments alongside a 150-room hotel and conference center designed to host academic events and business travel. The district will also include roughly 60,000 square feet of retail and restaurant space.<\/p>\n

Private developers are expected to invest about $269 million in the first phase of construction.<\/p>\n

Housing accounts for the largest share of development, with about $189 million in construction spending. The hotel and conference center account for about $47 million in investment, while retail and restaurant space represent roughly $33 million.<\/p>\n

University leaders say the district will extend campus activity into land that has remained largely underused.<\/p>\n

Projected economic impact of the district<\/p>\n

County estimates presented during the meeting project the development could generate about $500 million in construction spending and support roughly 250 permanent jobs once fully operational.<\/p>\n

County officials estimate the development will generate about $15 million in recurring economic activity<\/a> each year once the first phase stabilizes.<\/p>\n

USF is building a new on-campus football stadium scheduled to open in 2027. The Museum of Science and Industry property across Fowler Avenue is preparing for redevelopment, while Moffitt Cancer Center continues expanding its nearby research and clinical facilities.<\/p>\n

County leaders say those projects together will create a year-round destination anchored by education, research, events and tourism.<\/p>\n
