TAMPA BAY DOWNS DERBY DAY: There\u2019s no better place for horseplayers and handicappers to bet on Saturday than Tampa Bay Downs. Ditto for top East Coast trainers and riders. For example, top jockey Flavien Prat is on hand and listed to ride in 10 of the 12 races, including the Derby. Mr. Ed\u2019s willing to bet Prat may very well win at least half of those dozen. I\u2019ll track his performance and report back results next week.
