Fire rescue crews and fairgoers were already tending to her, according to the incident report.

A witness told deputies that the woman was walking with friends when a golf cart came from behind, and someone on board yelled for the group to move. She said the woman was struck moments later, and the cart continued over her.

Deputies identified the driver as a 48-year-old Sean Stevens, an off-duty St. Lucie County Fire District employee. Stevens told investigators he was driving slowly through the area when he encountered the group of women. He said he attempted to brake, but the cart lurched forward. According to the report, Stevens said he accidentally pressed the gas pedal while trying to stop—a mistake he believed was caused by the wide footprint of the footwear he was wearing.

Stevens told investigators that by the time he realized what had happened, the woman was already beneath the cart. He told deputies he tried again to brake but once again hit the gas inadvertently, due to his footwear, causing the cart to fully roll over her. Stevens was among the people providing aid when deputies arrived.

See also: March 10 municipal election guide: Who and what is on the ballot

A passenger on the cart confirmed the driver’s account, saying they were moving slowly toward the Destruction Derby area when Stevens warned the group to step aside while simultaneously trying to stop.
